2 Why do we need to design and introduce Quality Management System (QMS) into the university’s management? Introduction -- increase of competition in the educational markets; -- internationalization of higher education; -- increase of the needs of HEIs’ practical contribution into the national economy; -- necessity to proceed state and public evaluation of the HEIs; -- need to establish a long-lasting cooperation with enterprises and companies as major employers of the university graduates. -- increase of the fee-paying form of study and consequent decline of an overall academic results of students (which is a clear trend of the last decade); -- necessity to reduce university’s expenses, and etc.

3 ISO standards Approaches to design QMS -system of education is quite different from the sphere of production -Specific guidelines for organizations in the education sector called IWA ISO/IWA 2: Quality management systems - Guidelines for the application of ISO 9001:2000 in education. It contains the full text of ISO 9001, clause-by-clause, followed by specific text making the standard easier to understand and implement by the education sector.

9 Placing internationalization within university QMS Internationa- lizing objectives Mission statement: - university potential is based not only on domestic but on international experience also -the main objective of the university is to become an internationally recognized university Quality Policy: -- fostering the authority and prestige of the university as well as competitiveness in international education and research area -- active participation in the world’s integrational processes, deepening and broadening international relations.

10 Setting goals and drawing up a strategy of internationalization A customer oriented approach of the ISO empathizes the need to provide major strategic documents to a broad public Strategic Plan: - to broaden international inter-institutional contacts; - to increase participation in international programs and projects; - to intensify academic mobility of staff and students; - to ensure the growth of international students. Goals in the Sphere of Quality: -- to rise the BSU position in international university rankings; -- to broaden international contacts; -- to increase participation in international projects; -- to ensure growth of export of the BSU education products; -- to increase academic mobility of students and staff. “recognition through reputation”

11 Defining indicators for mapping internationalization Internatio- nalisation indicators are considered as an integral part of the system of indicators that can be used to inform the public about university performance. Studies and Practices -studies conducted by international networks: IAU, EUA, EAIE and EFQM (European Foundation for Quality Management) -studies conducted by national research structures, such as Centre for Higher Education and DAAD in Germany, Netherlands Organisation for International Cooperation in Higher Education, National Institution for Academic Degrees and University Evaluation (NIAD-UE) in Japan, and others. -Special projects: -International Quality Review Project (IQRP) developed by the OECD programme called Institutional Management in Higher Education (IMHE) -Indicators for Mapping and Profiling Internationalisation ‟ project funded by European Commission. -QATMI project -Ranking agencies (QS, Times, Webometrix, etc.) - National practices on evaluation of international activities: Ministry of Education annual report on international activity -Attestation and accreditation committee -Republican Commission on Governmental Award for Quality, etc.

15 INDICATORS OF BSU QMS - to measure achievements of goals (once a year) - to monitor activity (twice per year) A special emphasis is made on the following directions of international activity: - raising awareness of staff and students on international activity in order to stimulate the BSU academic community to internationalize; - raising professional skills and inter-cultural competence of staff (first of administrative staff) through introducing English courses and specialized training sessions; - raising university International reputation and visibility by means of participation in international fairs and exhibitions, developing website and raising its position in Webometrix ranking, conducting PR actions in cooperation with international media.
