2 Background and ACI policy (see ACI Policy Handbook for details) 1.Responsibility of governments for customs, immigration and other inspection services – ACI generally supports ICAO Annex 9 (3.18) 2.Airport operators’ interest in efficiency/speed (3.1) 3.Simplification – elimination of unnecessary controls, risk based approach (3.10, 3.11) 4.Worldwide issuance of MRTDs, support for biometric ID confirmation (4.8, 4.10) 5.Other forms of automation – e.g. API (4.9) 6.SPT – one-stop border control process, integrated with security and airline processes (3.4)

3 ICAO TAG/MRTD Progress on biometrics for border control 1.ICAO issued Technical Report on “Biometrics Deployment of MRTDs” in May 2003, as part of “Blueprint”– the report covers “biometrically- enabled travel documents” and associated systems. 2.ICAO is re-issuing all parts of Doc 9303, with full biometric specifications, ISO approved. 3.Facial recognition is the primary biometric prescribed for border control – to enable global interoperability. 4.One or two secondary biometrics may be used (either fingerprint or iris).

4 Other uses of Biometrics 1.Airline processes for passengers at airports -e.g. check-in, boarding 2.Enhancement of aviation security 3.Airport staff access to secure areas

5 ACI World TF on Biometrics TF agreed by ACI Board in December 2003 Areas of work (will avoid duplication with ICAO activities): Practicality- How to best to address airport needs in the implementation of ICAO’s decision to use facial recognition as the globally interoperable biometric (with the option of using one or two secondary biometrics for personal identification), to optimize efficiency/security in the airport process Other uses- The possible use of the ICAO MRTD/ Biometric specifications for airline processes (incl. check-in and boarding), and for airport staff access control. Flows - Airport facilitation/security aspects, to ensure efficient passenger flows through the terminal building, including border control and automated border control.
