9 Social capital Social capital refers to the “connectedness” between citizens. To develop social capital communities require high levels of trust, a range of voluntary associations, and opportunities to meet and discuss community concerns” Robinson 1999.

10 “Bowling Alone” Robert Putnam has written extensively about the decline of social connectedness, social capital and civil society There are an increasing number of people asserting that social capital is essential to participation in society and participation in society is essential to social democracy as we know it
