25 TH INFANTRY DIVISION America’s Pacific Division WE STRIKE LIKE TROPIC LIGHTNING! 3 Listed in order of development level and portability, they are: corporate (internal), product-specific, and profession-wide. Corporate, or "internal" certifications, are made by a corporation or low-stakes organization for internal purposes. For example, a corporation might require a one-day training course for all sales personnel, after which they receive a certificate. While this certificate has limited portability – to other corporations, for example – it is the most simple to develop.corporation Product-specific certifications are more involved, and are intended to be referenced to a product across all applications. This approach is very prevalent in the information technology (IT) industry, where personnel are certified on a version of software or hardware. This type of certification is portable across locations (for example, different corporations that use that software), but not across other products.information technologysoftware Profession-Wide certification. This is the most common type. Certification in the medical profession is often offered by particular specialties. In order to apply professional standards, increase the level of practice, and protect the public, a professional organization might establish a certification. This is intended to be portable to all places a certified professional might work. Of course, this generalization increases the cost of such a program; the process to establish a legally defensible assessment of an entire profession is very extensive. Background BLUF: In order to achieve auditable financial statements and provide strong financial management, we need a well-trained financial workforce. DoD lacked a framework to guide FM workforce training and emphasize key types of training such as audit readiness and decision support. In early 2011, the senior Financial Management (FM) leadership of DoD initiated efforts to develop a DoD FM Certification Program. The National Defense Authorization Act for Fiscal Year 2012 (Public Law 112-81) authorized the implementation of a DoD FM Certification program. DoDI 1300.26 Operations of the DoD FM Certification Program, published Nov 2013. 4

Does not apply to contractors, foreign nationals, or part-time. FM positions that perform, supervise or manage work of a fiscal, financial management, accounting, auditing, cost and/or budgetary related work. Applicable FM positions will be coded Level 1, 2 or 3. (Manning document, person, and position description (PD) coding must be the same for each person! No Grandfathering Two years from 1 July 2014 to achieve certification. Each Departments start date may differ. 5

Intent is to make a good FM Workforce even better: Establish a mechanism to encourage key training in: Audit Readiness Decision Support Encourage career broadening and leadership. Transition to a more analytic orientation. Ensure FM workforce possesses the knowledge, skills, and abilities required to achieve auditable financial statements. Develop a course-based rather than test-based certification. 6

Manning document, person, and position description (PD) coding must be the same for each person! Step 2: Faces Code personnel records to certification level matching the space they occupy Coding indicates required level of FM or FM+DAWIA certification Done during on-boarding Step 3: Spaces Code PDs based on certification levels assigned to the faces that occupy them Insert language to state FM Certification Level # is required for this PD Done by HR after on- boarding complete 10

25 TH INFANTRY DIVISION America’s Pacific Division WE STRIKE LIKE TROPIC LIGHTNING! DoD FM Learning Management System (LMS) LMS = System of record for tracking certification requirements. Users will upload all supporting documents for certification requirements. Roles and Responsibilities: Component Administrator (CA): Provides LMS subject matter expert support and administrative support. Component Certification Authority (CCA): Approves/denies request for certification. Approver Level 2 (A2) (optional): Offers a second level of review of the certification request before submitting to CCA. LMS Supervisor Level 1 (S1): Provides the first level of review of the certification request before sending it to the A2 (optional) and/or CCA. The S1 approves/denies LMS user achievement requests. (This is not a unit S1. It should be a Financial Manager familiar with FM training/experience. Financial Management User “FMer”: Participant/Individual assigned to a participating position of the program. USARPAC DOD FM Certification - 15 15

Some Quick Info on College Courses For an academic course to be used for certification (and approved), the title of the course must closely match one of the sample titles from the matrix (either FM or leadership). 24

Once you have completed all of your required FM 101, 201, or 301 modules and still have incomplete requirements on your worksheet, you next need to determine what courses satisfy those requirements. 26

Recommendations When at all possible complete Web Based Training courses (i.e. FM 101) through the FM LMS website: https://whs.plateau.com/learning/user/ssoLogin.do This will automatically record learning completion and post the certificate for you. These courses can be completed via FM myLearn, but doing so will not automatically post completion data. You will then be required to record learning manually in FM LMS. 28

There is a three step process required to record completion of each competency – First, each completed course you annotated on your worksheet to satisfy the requirement must be recorded in FM LMS – Second, you will upload the certificate(s) of completion for the course(s) used to satisfy that requirement – Third, you mark the “Achievement” complete, and request approval from your supervisor in LMS. Record Learning in FM LMS For example, SPC Doe would need to repeat the process to record GFEBS L101E, L201E, and L303E before moving on to attach documentation for the Financial Management Systems competency.

Step 2: Record Documentation – Same as the above process except you search for: “DoD FM 101: Accounting Module Achievement Documentation” (or whichever module/competency you are working on) When you reach the success page (see slide 37), you will need to upload your certificate of completion(s) – Click the “File Attachments” link and upload your certificates in one file. A Note on Documentation No personally identifiable information (PII) data is allowed to be stored in the FM LMS system. This means documents with SSNs, addresses, etc, must be blacked out prior to upload into FM LMS (i.e. DA 1059s and ERB/ORBs). This is one of the main reasons that achievement requests are denied. 46

Step 3: Record the Module completed – Same as the above process except you search for: “DoD FM 101: Accounting Module Achievement” (or whichever module/competency you are working on) When you complete this step, you will be prompted for your User-ID and PIN. Your User-ID is your ID Card number (EDIPI), the PIN is what you set up for the FM LMS website (NOT YOUR CAC PIN, unless you set it up to be the same). Record Learning in FM LMS 47

Once approved it will disappear from your home page list and show under your curricula with a green checkmark. Record Learning in FM LMS 48

FM Level 2 & 3 users will need to select an “Alternate Track”. – This will show up on your FM LMS homepage as a required task. – It is recommended that you use the job aid on the FM Online portal to walk through that process https://fmonline.ousdc.osd.mil/FMCertProgram/JobAids.aspx Or this direct link: Note: If ALC/SLC/FCCC have been completed you will have ample credit given in several areas which can be used to complete an Alternate Track Other Actions CLICK Here 49

After entering your User-ID and PIN the overall completion goes through 2 levels of approval, before getting reviewed at DoD for compliance. You will receive email notification and can request a hard copy of your certificate from the FM Online homepage. The electronic file is available under the Reports module in FM LMS FM Certification Complete 51
