Race to the Top: Four Pillars The RttT funds must be spent in direct support of North Carolina’s plan and its four main “pillars” of work: Great Teachers and Principals Quality Standards and Assessments Turnaround of Lowest-Achieving Schools Data System to Improve Instruction 7

Talking Flash Drive As we reviewed the Detailed Scope of work for each LEA in the region that is assigned, did any one “pillar” appear to garner more funding allocations? If so, which pillar and why? Do you see parallels of need across regions as you discuss? How were the RttT required activities in each DSW developed to increase software, hardware, learning time, and support for teachers and administrators? 8

Talking Flash Drive How does the utilization of the evaluation tool and process become a primary factor in teacher and principal development plans and contribute to decisions related to promotion, retention and dismissal? LEAs will use McRel software (Online Tool) to input all components of the evaluation process, how can the evaluation results submitted to DPI contribute to the state RttT goals: student achievement, graduation rates, college readiness, and college enrollment? 9

North Carolina Regional Areas 10 “RttT is Race to the Top, a federal initiative that is designed to prepare students to meet the challenges of the 21st century. NC was fortunate to receive nearly $400,000,000 to ensure that every NC student is college or career ready upon graduation. Our positions as Regional Professional Development Leads are one part of the grant, and we will be training a cadre of local professional development leaders in each district across the state. They will, in turn, provide ongoing professional development (pd) in their districts.” Robin Loflin-Smith

NC Educator Evaluation System Purpose is to support and promote effective leadership, quality teaching, and student learning. The design is a growth model to improve instruction and enhance professional practice. The evaluation instruments are based on the Framework for 21 st Century Learning and the Standards. 11

They are flexible enough to be fair to teachers and school executives of varying levels of experience and in school settings. The rubrics are formative in nature based on a rating scale from developing through distinguished. Multiple data sources, artifacts and evidence are used in assessing performance. They will provide the basis for performance goals and professional development activities. 12
