Certification Commonalities Certifications are in place, no matter the level of government, to promote economic development within specific preference groups. Governmental agencies may have procurement rules in place with identified goals for a diverse business population. City of Chicago: 25% MBE/WBE Cook County: 25% MBE, 10% WBE CMS/Illinois: 20% MBE/WBE/PBE Federal: 8a – 5%, WOSB – 5%, HUBZone – 3%, SDVOSB – 3% Formal process is required. Application and additional documentation. Dependent on the evaluating office a site visit may be required. Specific certifications are required at specific levels of government i.e. federal government does not recognize MBE certification. Most basic eligibility factor: must be, at least, 51% owned by individual claiming status i.e. minority, woman, etc.

US DOT – Disadvantaged Business Enterprise (DBE) Federal certification with LOCAL certifiers IDOT, Metra, PACE, CTA, City of Chicago No fee 8a certified should automatically receive DBE Must be small business (federally) Must be 51% or more owned, controlled & managed by an individual(s) presumed to be socially & economically disadvantaged $750,000 or less (net worth) Must be a U.S. citizen

Federal Designations Small Disadvantaged Business (SDB) – self certify Self certification: CCR Eligibility based on socio & economic factors Small business – NAICS/federal government Social factors: designated group i.e. 51% of more owned by African American, Native American, Hispanic American, Asian/Subcontinent American, Asian/Pacific American (US citizen). Economic factors: individual claiming SDB status must own a majority (51% or more) share AND must have a individual net worth of less than $750,000.00 (excluding home and/or business) Subcontracting applicability
