3. Certification Commonalities Certifications are in place, no matter the level of government, to promote economic development within specific preference groups. Governmental agencies may have procurement rules in place with identified goals for a diverse business population. City of Chicago: 25% MBE/WBE Cook County: 25% MBE, 10% WBE CMS/Illinois: 20% MBE/WBE/PBE Federal: 8a – 5%, WOSB – 5%, HUBZone – 3%, SDVOSB – 3% Formal process is required. Application and additional documentation. Dependent on the evaluating office a site visit may be required. Specific certifications are required at specific levels of government i.e. federal government does not recognize MBE certification.
