4 4 Chapter 1–Reviewing Applicant Files  Requirements: –If information on ETA 6-53, or information received directly from the applicant indicates that the applicant is an individual with a disability who will need reasonable accommodation, center must engage applicant in an interactive process with the applicant to determine what accommodations are appropriate (Appendix 103) –Applicants must not be denied admission based solely on the need to provide reasonable accommodation (Appendix 103)

5 5 Chapter 1–Reviewing Applicant Files  Requirement: A qualified individual with a disability must not be denied admission to the center for safety reasons unless his or her disability is determined to pose a “direct threat” (Appendix 103) –Defines direct threat –Provides information on conducting direct threat assessment

6 6 Chapter 2–Orientation  Requirement: Include information about disability program during introduction to center life (PRH 2, Section 2.2, R1 (b10)) –Introduce disability coordinator –Discuss or provide information about disability program –Provide reasonable accommodation request form

7 7 Chapter 5–Training  Requirement: Conduct yearly disability training for all center staff (PRH Chapter 5, Exhibit 5-4) –Include staff and students –Individualize to needs of center –Use training materials section of website for ideas and packaged training –Use community resources to provide training

8 8 Chapter 6–Disability Program Requirements  Requirement: Implement a disability program to provide individualized and coordinated services to all students with disabilities (Section 6.11, R7) – Disability Coordinator – Policies and Procedures – Networking/Partnerships – Accessibility

9 9 Chapter 6–Disability Coordinator  Requirement: Appoint Disability Coordinator to oversee program (PRH 6: Section 6.11, R7 (a)) –Coordinate all aspects of center’s disability program –Demonstrate commitment to the disability initiative (leadership) –Delegate responsibilities –Encourage all staff to take ownership of the program

10 10 Chapter 6–Policies and Procedures  Requirement: Develop written policies and procedures related to (PRH 6: Section 6.11, R7 (b)): – Center review of applicant folders–Folders of students with disabilities are reviewed in a timely manner – Reasonable accommodation–Applicant/student with a disability can request changes/modifications that will allow him/her to participate in the program to an equivalent degree as a student without disabilities – Formation of an interdisciplinary team–Center staff from various areas (wellness, academic, food service, vocational, CDSS, safety, etc.) work together to determine the individual needs of each student with a disability

11 11 Chapter 6–Data Collection  Requirement: Accurately collect and submit all required disability data (PRH 6: Section 6.11, R7 (c)) –Use the disability data collection module in CIS

12 12 Chapter 6–Networking/Partnerships  Requirement: Written plan to develop and maintain partnerships with outside agencies and programs that will assist the center in serving students with disabilities (PRH 6: Section 6.11, R7 (d)) –Develop a relationship with your local vocational rehabilitation agency –Learn about the services the Job Accommodation Network (JAN) provides to Job Corps centers –Network with local disability organizations (e.g., center for independent living, one stop, school system, colleges/universities, etc.)

13 13 Chapter 6–Networking/Partnerships –Develop relationship with outreach and admissions contractor –Involve the regional office in the development of the center’s disability program –Present information about Job Corps to local disability organizations –Invite local disability organizations to visit center and to participate on center boards –Educate local employers about hiring people with disabilities

14 14 Chapter 6–Accessibility  Requirement: Written self-assessment describing the current programmatic and architectural accessibility of the center with priorities and next steps (PRH 6: Section 6.11, R7 (e))  Determine programmatic accessibility –File review policy –Alternative formats (tape, disk, Braille, large print) –Sign language interpreters –Instructional modifications/learning style

15 15 Chapter 6–Accessibility  Determine accessibility of physical plant –Buildings/facilities (transportation/parking) –Equipment  Modify center safety plan to include general provisions that consider the needs of persons with disabilities and ensure the safety needs of each student with a disability are considered during the reasonable accommodation process
