STATE AND FEDERAL RESPONSE CCS strategic plan on Baccalaureate access solutions: branches; partnerships; distance learning; community colleges directly (Florida 49 th ; Pinellas 67 th among counties) Two hundred AS programs statewide and only five AS to Bachelor’s articulation agreements

STATE AND FEDERAL RESPONSE Legislature chose to also support a few niche Bachelor’s directly in high need areas IT (22,000), Nursing (critical), Teacher Education (162,000 shortage in ten years) Federal support for the online and partnership responses at St. Petersburg College (Project Eagle)

SPC CHALLENGE How to implement Bachelor’s and be true to historical Community College Mission of workforce, 2+2, remedial and University Partnership missions? How to expand the open-door and keep instruction as a top priority as niche bachelor degrees are added How to serve our “community” with 4- year bachelor’s in high demand areas

IMPLEMENTATION BEGINS WITH ACCREDITATION - SACS Consultant (April 2001) Legislature approved $1 million to develop; help with faculty, library, etc. Document in October December 2001 annual vote of SACS Commission on Colleges on 4-year status November Team Visit recommended overall commendation to SACS

DEGREE STANDARDS SUS academic policies for quality Time to degree: 120 hours Common pre-requisites Specialized accreditation Ability of graduates to transfer into state/private graduate programs

KEY TO IMPLEMENTATION Becoming 4-year across the College e.g. Institutional Effectiveness, faculty criteria, student services, library services SPC’s challenge: become one College, one faculty, one Curriculum and Instruction Committee, etc. Planning funds provided to develop a full upper division at SPC by the Legislature; upper division to focus on teacher education, BSN nursing and AS to BAS articulation programs

BSN NURSING 2+2 AS to BSN only; the RN is an admissions requirement BSN needed for management positions, to go for MSN, and specialized hospital positions NLNAC accredited on first try in 2004 Dean has PhD and 5 PhD Nursing faculty Cohorts at 2 Morton Plant Hospital locations and at Oak Hill Hospital in Hernando County

BSN NURSING Hospital scholarships Enrollment in first year 104 Current Enrollment: 228 LPN, ADN/RN at SPC has increased its enrollment from 400 to 700 since the BSN program began Current graduates to date: 48 Career Ladder: RN; BSN; MSN, DSN and PhD in University Partnership Center

TEACHER EDUCATION Science Biology Education; Math Education; Elementary Education and Exceptional Child Education 70 courses to develop State program approval 2003 on first try NCATE currently initiating application process

TEACHER EDUCATION Alternate certification proposal near completion for credit approval in cooperation with Pinellas, Pasco, and Hernando School Boards Enrollment in first year: 175 students Current enrollment: 428 students Graduates to date : 85

FACULTY All four-year faculty have same pay schedule as all SPC faculty Twelve month contracts Faculty advising as part of responsibility All initial hires had a PhD in field

FINANCE FORMULA State University per student-research plus upper division SPC fees Fees less than SUS, more than fees in our 2-year programs. Special fees less than USF Began at 20% less than SUS, and will widen each year (30% next Fall) CCS approach now at 85% of SUS upper division

We are offering Baccalaureate degrees at a 4- year open admission college at freshman level SACS’s position is that if you have any upper division courses you change your name and seek accreditation change to higher degree Admission criteria are at the junior level e.g. BSN requires RN for admission

OUTCOME Baccalaureate access greatly expanded in Pinellas County by the leveraged approach of the niche 4-year degrees offered by St. Petersburg College Expanded online offerings Bachelor's degrees offered on our sites by our University Partners And expanded upper division offerings at the St. Petersburg branch of our regional university
