netcen 14. UK Experience of Implementing the UNFCCC CRF Reporter John Watterson & Melissa Downes

netcen Annual Data Flow Emissions Inventory Data Flow Raw Data: Compilation: Emissions UNFCCC CRF UNECE NFR Dissemination:Data Request: Iron & Steel Power Stations Agriculture Road Transport …….. @ E-Mail Letter Telephone Internet CRF Reporter integration

netcen Data Import to the CRF CRF Reporter Db Bulk import NAEI Db Reference table of UK GHG emissions Create UK reference tables UNFCCC Annual submission Excel tables - National Submission Create Excel tables Cross check -cross check before submission -reasons for changes -check data output -time series -vrs. last year Key Documentation Checking External Check

netcen ` Timeline of UK CRF Reporter Implementation CRF Implementation Jun ‘05Sep ‘04 Jun ‘04 Dec ‘04 Mar ‘05 Sep ‘05Dec ‘05 CRF Rep. Operational 15 th Jan submission Initial trials – connected NAEI and CRF backend databases together Liaison with UNFCCC during UK trial of  version 22 Feb (1day) 31 May (1 day) July (1 week) Meetings with UNFCCC during final improvements NAEI Db preparation Develop queries to populate the CRF Reporter Db directly Create NAEI XML output for CRF Reporter to accept

netcen Summary – UK experience (i) Advantages A big improvement over the existing CRF Sector experts can complete their own parts of the CRF and submit to the NIC – reduces transcription errors More internal checks that the existing CRF – so better QC of data prior to submission CRF Reporter helpdesk works! Limitations Need to install the software – and re-install each time there is a revision Less transparency when trying to trace aggregation errors

netcen Summary – UK experience (ii) Time and planning to implement Some work needed to learn how to use the Reporter and check output check emissions in CRF Reporter agree with your last submission importing notes from the old CRF might be time consuming training of sector experts to use the tool Allow yourself time to become familiar with the software Start as soon as you can!!

netcen Acknowledgements With thanks to … FCCC – James Grabert, Roberto Acosta and the CRF Reporter development team at the FCCC for all their assistance GHGI – funded by UK Defra and the Devolved Administrations Jim Penman – Defra Project Officer, and Joanne Halliday and Susan Donaldson
