4 Revision to Safe Harbor Amendment to the Accountability Workbook In January 2010, the State Board of Education (SBE) approved an amendment regarding 2010 safe harbor calculations. The amendment requested suspension of the requirement that student groups meet the graduation rate criteria in order to qualify for safe harbor for the 2010 and 2011 AYP determinations. Instead, California requested that only the LEA or school would be required to meet the graduation rate criteria in order for safe harbor to be applied at the student subgroup level. Instead, California requested that only the LEA or school would be required to meet the graduation rate criteria in order for safe harbor to be applied at the student subgroup level. The U.S. Department of Education (ED) did not approve California's submitted safe harbor amendment. After a number of discussions with ED staff regarding options for calculating a graduation rate at the student subgroup level, the ED verbally approved the use of a graduation rate that includes only the school years for which California has student-level data, thereby allowing the State to do the necessary cross-walk between the new and old race and ethnicity categories and calculate a graduation rate for each student group. For 2010 safe harbor calculations, the 2008-09's two-year graduation rate (i.e., 2007-08 and 2008-09 graduates and dropouts) is compared to 2007-08's two-year graduation rate (i.e., 2006-07 and 2007-08 graduates and dropouts). The 2010 AYP Report Information Guide has been updated to reflect the new amendment (see page 46 of the Guide) on the CDE AYP Web page at http://www.cde.ca.gov/ta/ac/ay/. 5 AYP Appeals Appeals will be accepted based on California Longitudinal Pupil Achievement Data System (CALPADS) graduation data errors because corrections to the CALPADS data can no longer be submitted. In order to submit an appeal, LEAs must complete the appeals form located on the CDE AYP Web page at http://www.cde.ca.gov/ta/ac/ay/. Summary graduation data that indicates the difference in the data reflected in CALPADS and the LEA’s data must be provided. In addition, an Excel file that supports the summary data must be submitted electronically to the Evaluation, Research, and Analysis Unit by e-mail at evaluation@cde.ca.gov. 7 Standardized Testing and Reporting Program (STAR)

8 STAR Writing Applications Test in Grades 4 & 7 For the CMA Writing Tests, reading the test question (i.e., writing prompt) aloud has always been considered an accommodation and is allowed for any student. For the CMA Writing Tests, reading the test question (i.e., writing prompt) aloud has always been considered an accommodation and is allowed for any student. For the CST Writing Tests, there will be "no penalty" if the writing prompt is read aloud this year as specified in a student's IEP or Section 504 Plan. Note that the "Testing Variations, Accommodations, and Modifications" document currently classifies this as a modification, but the proposed STAR regulations classify this as an accommodation. The State Board did not vote on the STAR regulations at January's Board Meeting as intended. However, Don Kilmer from CDE is confident that the proposed regulations will be passed and asserts that reading the writing prompt will be treated as an accommodation in 2011 with no penalty to the student, school, or district. 9 Glossaries for English Learners Santa Clara COE shared with the RAN group a very comprehensive source of bilingual glossaries that can be printed and used by English learners in the classroom and when taking the STAR tests. The glossaries were developed by the New York State Dept. of Education and can be found at http://www.p12.nysed.gov/biling/bilinged/bil ingual_glossaries.htm. 17 2009-2010 PFT Data The contract for the Physical Fitness Test (PFT) ended with Educational Data Systems on June 30, 2010. In July 2010, the new testing contractor, San Joaquin County Office of Education (SJCOE), began an extensive clean-up of PFT data, which has taken several months. That process is close to completion, and new procedures have been established to ensure that future data collected from LEAs is accurate and “clean.” The CDE recognizes that the 2009–10 PFT data will not be available to as LEAs prepare their SARCs for upcoming dissemination. LEAs should submit their SARC without the 2009–10 PFT data noting in the PFT section, “the PFT data are not available at the time of posting.”

18 CALPAS/SARC

19 CalPads/SARC 2009-10 Suspension/Expulsion data files were posted to the DataQuest website. 2009-10 Suspension/Expulsion data files were posted to the DataQuest website. If graduation and/or dropout data reported on DataQuest does not match your district records, you can email calpads@cde.ca.gov to request a data file showing the SSIDs for students counted as a graduate or dropout. The CDE needs this fourth year of data to report cohort information. If data is submitted by, the CDE will calculate the cohort information and post the data for LEAs to review and make corrections. The LEAs also will get a data preview before the May 2011 public release, but at that point, it will be too late to make corrections.
