4. Revision to Safe Harbor Amendment to the Accountability Workbook In January 2010, the State Board of Education (SBE) approved an amendment regarding 2010 safe harbor calculations. The amendment requested suspension of the requirement that student groups meet the graduation rate criteria in order to qualify for safe harbor for the 2010 and 2011 AYP determinations. Instead, California requested that only the LEA or school would be required to meet the graduation rate criteria in order for safe harbor to be applied at the student subgroup level. In January 2010, the State Board of Education (SBE) approved an amendment regarding 2010 safe harbor calculations. 17. 2009-2010 PFT Data The contract for the Physical Fitness Test (PFT) ended with Educational Data Systems on June 30, 2010. In July 2010, the new testing contractor, San Joaquin County Office of Education (SJCOE), began an extensive clean-up of PFT data, which has taken several months. That process is close to completion, and new procedures have been established to ensure that future data collected from LEAs is accurate and “clean.” The CDE recognizes that the 2009–10 PFT data will not be available to as LEAs prepare their SARCs for upcoming dissemination. LEAs should submit their SARC without the 2009–10 PFT data noting in the PFT section, “the PFT data are not available at the time of posting.”
