7. 1. Increase Participation Promotion in “Citizen” Leaflet –distributed week of 21 st March and 3 rd April with indoor baskets to 2000 homes Website review – delayed pending Capital money decision. Target June 13th Trial areas (rounds in Heartsease, Bowthorpe and Mile Cross)

8. 2. Extend Existing Service Green boxes “infill” –Ongoing, no extra cost. Local bins –91 more sites surveyed Leaflets & baskets –72 sites with local bins already provided - distributed. New developments, supplied as required Sites still to be surveyed – Defra funded consultant (Waste Watch) obtained for research – options for provision to private flats. Report target date – September 2005

9. 3. Service to Council Flats Working Group with Housing formed, initial meeting included tenant reps. CityCare seconded staff member working with Housing for service to council flats, in preliminary stages. Priority – deck access flats. For report in December 2005 if extra funding required, otherwise to be implemented when solutions agreed.

10. 4. Services in City Centre Mini Recycling Banks Trial Scheme Target date for trial: October 2005 For report in December 2005 Full scheme can await further capital decisions? (200K)

11. 5. Add more Commodities Green Waste –No budget allocation. Research task for new staff. Cans in Green Boxes –Target start date July 2005

12. Additional Schemes £90k Revenue Funding Agreed Cans for Flats Plastic Bring-Banks –Development of both roll-out programmes awaiting capital decision

13. Cans for Flats Known sites: –72 sites already in place –91 sites recently surveyed –Target start date October 2005 Not included: –Over 1,000 sites still to be surveyed, mostly private, part of WasteWatch audit.

14. Plastic Banks Two city-centre supermarket sites planned –Contractor quote obtained and checked –Ready to contact supermarkets. –Target start date July 2005

15. Capital Summary Cans in Green boxes – 56K Local bins – surveyed areas – 7K Cans for flats – 65K Trial Mini Recycling Banks – 9K Plastics – bring sites – 4K Second Green box for targeted areas – 84K TOTAL – 225K

16. This leaves –Extending MRB (200K) –Risk that not all who want a second box can have one.

Issues for Officers 1 Research 2001 (Attitudes to Waste Management) –No to alternate week collections –See alternate weeks a reduced level of service –Changes that are not universal - unfair to smaller households (discriminatory) –Concern about how much LA can influence waste generated Research 2004 (Tenants and Leaseholders) –Easier for bulky items to be collected by caretaker –Not willing/able to travel to take bulky items away.

19. Issues for Officers 2 BVPIs require more recycling and less waste overall. Twin bin schemes appear to reduce waste overall Re-use - reduction to landfill and change in credits payment due April 2006. Organics – facility for processing – increase waste collected (garden waste) – diversion from landfill (LATS)
