What’s happened since October (1) Music Service – more work needed to prepare a full Trust proposal, business case and transition plan – report back March 2014 Services for Schools – continue with joint Venture but clarity on Payroll/Accounts Payable Skills & Learning – Council’s requirements (including Independent Social Care) will be in the outsource; Community (Adult)/Workplace delivery will go to colleges via Business Transfer Oxon/Bucks Teacher Training – Discussion underway with local providers for a Business Transfer

What’s happened since October (2) There will be no further report to Cabinet in January; (will happen in March) Reshaping of ICT is already underway and will continue through the next six months Work on Service specifications is well underway Formal procurement process will begin now in January for the Outsource and for the Joint Venture.

Prior Information Notice (PIN) Formal notice to the market of our intentions A step beyond Soft Market Testing A step before OJEU notice Closer questioning of potential providers Better information for the full procurement Better idea on who is really interested Likely to shorten the procurement process to assure April 15 delivery Suppliers like it. Some LAs say they wish they had done it. Our OJEU notice follows in March

OCS/CEF in April 2015 Fewer people and posts delivering services in OCS and CEF Most people will be working for another employer Another public service provider OR Another private service provider Very few people and posts will remain working directly for the LA. And if you remain working for the LA, almost certainly your post will change in some way, and the way you operate will change because the way we conduct a lot of our business will change

Current Timelines If your service is included in the procurement for Joint Venture or Outsourcing PIN Notice – we find out what the shape of the OJEU should be - Jan 14 OJEU Notice – we tell the market what we want - April 14 Dialogue – we work out what we can get and what cost - May to Dec 14 Preferred Supplier – we decide who will do it - January 15 Final Sign Off – it’s all public - February 15 Transition Period (Could be three) Change A to B - from Feb 15

Current Timelines By January 2015 you should know what this means for you Working for another employer (could be a number of different employers) OR Working for Oxfordshire County Council ( but it will be different) BUT There may be job losses in some areas and that may mean redundancies We will continue to have quarterly updates but change how we do that ….

Joint Venture Outsource, Business Transfer A Support and Transition Lead Officer (February) A Transition Working Group composed of reps from the Services in that Workstream (March) Regular briefings for Team Managers (tier 4 & 5) We have to support business as usual and the future transition
