BUILDING STRONG ® Response Plan for Hurricane Season 2011 2 District Commander manages the response from the District EOC. Deputy Commander leads the Alternate Site (Vicksburg). Deputy for Project Management leads the Rear EOC (Baton Rouge). Division (MVD) deploys a Forward Cell to the FEMA JFO (Baton Rouge). Liaisons (LGLs) assigned to 13 coastal parishes, Governor’s Office of Homeland Security and Emergency Preparedness, FEMA, the Southeast LA Flood Protection Authorities, and the USCG. Outfall Canal Teams operate the outfall canal structures in the city. WCC/IHNC Closure Teams on site to manage closure for this season. New Orleans Area Locks are manned for operation if necessary. BUILDING STRONG ® 2011 Hurricane Preparedness 3 Preparedness Planning ► Developing interim operating procedures for the IHNC Surge Barrier and WCC ► Developing construction closure plans for ongoing contracts, coordinating necessary closures with the local sponsors ► Coordinating hurricane response plans with the local levee districts and the State ► Developing a closure tracking system for all HSDRRS openings with SLFPA E&W and the State Preparedness Exercises ► 4-5 April – Division Level Table top exercise Simulation run from 4 days before through landfall Designed to test key decision making and coordination ► 16-20 May – District Level Full Scale Exercise (Rescheduled) Overall operations and response plan tested Team deployment exercises, LGLs coordinate with their assigned entities Closure plan exercises including all closure structures

BUILDING STRONG ® 4 Problem Develops or Storm Threatens Local Governments (Parish, City, and Levee Boards) must use all available resources to address the problem. Local Govt. requests assistance through GOHSEP Notify USACE EOC for situational awareness USACE will identify possible resources and solutions. GOHSEP requests USACE assistance State uses all available resources to address problem USACE assistance given to local governments to address problem and/or to flood fight. BUILDING STRONG ®Responsibilities 6 Local Responsibilities Operate all existing floodgates in system Using sandbags and/or Hescos, provide temporary closures at designated locations Coordinate with the MVN EOC through their LGLs If assistance is required, request help through the state first and then to federal government USACE Responsibilities Operate designated structures and notify locals when structures closed Ensure contractors close gaps in system for projects under construction Using sandbags and/or Hescos, provide temporary closures at designated locations Provide LGLs in appropriate local EOCs Assist local entities as necessary to ensure the integrity of the system

BUILDING STRONG ® Mississippi River Flood Fight Status NWS currently predicts a second crest on the Mississippi of 17.5 feet in New Orleans on 17 May 2011. Phase I Flood Fight began 14 March 2011 when the Carrollton Gage rose above 11.0 feet. We are working with the with the local levee authorities: we are inspecting the levees along the Mississippi River from Old River to Venice twice per week. Areas of debris have collected along the river side of the levee system from the previous crest. Levee Districts are working to remove this debris as possible. The predicted crest is above the trigger point (15.0) for Phase II Flood Fight activation. The Bonnet Carré Spillway is closed. With the predicted crest, 1.25 million CFS is possible. We are closely monitoring the forecasts and will provide as much notice as possible should we need to open the Spillway. New Orleans District EOC open 7 days a week 0700 to 1730. 12
