What is the role of an Emergency Operations Center (EOC)?

What is the role of an Emergency Operations Center? Centralized facility from which emergency response efforts can be coordinated and directed Centralized facility for decision makers Central information gathering and record keeping center Source of CONFIRMED public information and media coordination

Emergency Operations Center Requirements Must be SEMS/NIMS compliant Provides Management, Operations, Logistics, Planning/Intelligence and Financial coordination for response and recovery efforts Facility should be self sufficient and self contained for at least a 24 hour operation

What is S.E.M.S.? SEMS is the Standardized Emergency Management System developed by the State of California SEMS is used: – –To qualify to receive State reimbursement; – –To improve coordination between response agencies; – –To coordinate flow of information & resources; – –To improve mobilization, use and tracking of resources. – –The use of SEMS has been required since December of 1996!!!! Emphasizes the use of ICS – –Uses the functions of: Management/Command Operations Logistics Planning/Intelligence Finance/Administration

What is N.I.M.S.? National Incident Management System – –Uses an ALL-Hazards approach – –Required to qualify for Federal preparedness assistance (FEMA) – –Emphasizes the use of ICS – –Uses the same functions as SEMS Management/Command Operations Logistics Planning/Intelligence Finance/Administration

NIMS TRAINING REQUIREMENTS All disaster service workers (all public employees, including school employees) are to complete IS-700, ICS 100 and ICS 200. These are all on-line FEMA courses Deadline for completion: September 30, 2007 NOTE: RESIG has developed a one hour combined course that meets these requirements.

Incident Command System (ICS) Functions MANAGEMENT - Overall emergency policy and coordination including public information, safety officer and liaison officer- COLOR: BLACK THE LEADERS OPERATIONS - *Tactical response teams *TACTICAL is defined as….”Any skillful method to gain an end. Done or made for the purpose of trying to achieve an immediate or short-term aim.” COLOR: RED THE DOERS PLANNING/INTELLIGENCE - Information gathering and action plans. First Aid Team Leader Responsibilities Identify all first aid priorities and scope of emergency medical response needs Coordinate emergency medical response Direct the set up of the medical treatment areas If necessary, determine location of on-site morgue

First Aid Team Responsibilities FIRST ACTIONS INCLUDE: Sign in Put on Personal Safety equipment (protective gloves) and Position Identifier Read Position Description Obtain a Briefing from the Team Leader Review and understand Section Objectives and Strategies Locate and Set up work space Gather all team supplies and transport to site of first aid area Set up morgue (if needed)

First Aid Team Responsibilities OPERATIONAL DUTIES INCLUDE: –Administer appropriate first aid –Maintain accurate treatment records –Fill out Situation Status and Situation Status Update reports and provide to Team Leader at regular intervals –Monitor/assess patients at regular intervals –Report deaths immediately to Team Leader (by runner, NOT over the radio)

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): –Set up Intake Area Confirm Triage Category Send to appropriate treatment area –Set up Medical Treatment Areas Immediate Delayed –Set up Morgue (if necessary)

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): – –Document all incoming messages, actions taken, decisions and justifications, and requests being filled on an Activity Log – –When Transportation becomes available, prior to patient transport; Do medical assessment, note status on Triage tag Maintain medical assessment/treatment records DO NOT send any original records off-site with patient If patient is transported off-site, send copies of identification and emergency contact information with him/her

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): INTAKE AREA TEAM (staffed with a minimum of 2 team members) One Team member confirms patient triage category Second Team member logs patients’ names on Medical Treatment Log Form (completed forms are forwarded to Team Leader)

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): TREATMENT AREAS’ TEAMS - “Immediate” and “Delayed” (each staffed with a minimum of 2 team members) – –One Team member conducts “head-to-toe” assessment – –Second Team member logs patients’ names on triage tags and Medical Treatment Log Form (completed forms are forwarded to Team Leader) – –Provide appropriate medical treatment based on level of injury

What is Medical Triage? Triage: Comes from the French, meaning: To Sort Therefore, Medical Triage is: – –The Process of rapidly assessing victims’ injuries and prioritizing them for treatment

What is START? Standard Triage And Rapid Transport START is a system of rapidly assessing patients’ medical condition and placing them into one of three categories – –Immediate – –Delayed – –Dead

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): MORGUE AREA TEAM- ( staffed with a minimum of 2 team members) – –Confirm that the person is actually dead – –Attempt to identify body, if possible – –Notify Team Leader, as soon as possible, so law enforcement authorities and Coroner can be notified

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): MORGUE AREA TEAM (continued)- –DO NOT move the body until directed by the Team Leader –DO NOT remove any personal effects from body –Complete Report of Death form –Complete 2 Triage Tags with the following information: Date and time body found Exact Location where found Name of deceased How Identified and by whom Name of Person completing tags

First Aid Team Responsibilities OPERATIONAL DUTIES (continued): MORGUE AREA TEAM (continued) – –Attach one tag to body – –If there will be a delay from Coroner’s office, place body in a plastic bag and tape securely – –Secure 2 nd tag to outside of bag – –Place any additional personal belongings found in a separate container and label as above – keep items near the body

REMEMBER…… DO THE MOST GOOD FOR THE MOST PEOPLE……….it may not be possible to save everyone. Focus on those who can be saved………………….

First Aid Team Responsibilities UPON EOC DEACTIVATION CLOSING DOWN ACTIONS INCLUDE: – –Complete the close out of all Activity Logs, reports, documentation and turn in to Team Leader – –Return of all equipment and unused supplies to Logistics – –Sign out and leave contact information in case you need to be reached

SCENARIO: – –It is 1:00 p.m. on a Tuesday. The students are just returning to their classrooms after lunch and…..the ground begins to shake!! The shaking gets stronger and a huge jolt hits! Windows are breaking and file cabinets are falling……some students have been injured along with several staff members….. – –The shaking stops and you can hear people calling out for help…..the smell of gas fills the air…………..

First things first…… All students and staff should drop, cover and hold on at the first sign of shaking Those who are outside should move away from buildings and other structures that could fall on them After the shaking has stopped, all those who have not been injured should leave the buildings and assemble in a pre-designated area Before proceeding to your team’s meeting area, wait for instructions from your Team Leader Take care of immediate safety issues

First Aid Team Objectives (examples) Obtain briefing from Team Leader to understand the situation and to receive assignments Evaluate students and staff for injuries and determine triage categories Get supplies needed from Logistics Set up the first aid area Make sure to put on personal protective equipment BEFORE providing any assistance
