Police operates in complex environment –Demanding: correct and precise actions in time –Changing, sometimes rapidly –Dynamic in long time, influenced by different aspects Police organisation is multifunctional Management process of the police organisation –Each officer has power and has to make decisions –Co-ordination of activities of different actors –Integration of functions and resources What characterises the police?

Tasks for ICT in the police Support police activities (databases, queries) Facilitate police work procedures (workflow) Support specialists Support management –Resource handling and planning –Statistics –Planning and simulation of activities and possible results Enhance police presence virtually: e-services, CCTV

Challenges – additional requirements to keep in mind The police ICT needs evolve in time New people – new attitude, habits and knowledge Technology that is used in other domains change

The e-police project A mobile workplace to enable a police patrol making queries to police databases Police – commerce co-operation in research and development Lot of ideas gathered from other systems, but not really suitable solution found. Taylor-made prototype was made consisting of car PC, communication and status module and GPS.

Summary The police ICT must be reactive and proactive Police task is not to implement the best available ICT but –to analyse the needs and –to synergise suitable solution that could have long life horizon, considering abilities of contemporary ICT We need more innovation and R&D
