Susan Dyszel June 4, 2008 2 International Trade Data System Executive Order 13439 (July 2007) established the Interagency Working Group on Import Safety  Working group recommended that use of ITDS be required when collecting information to clear or license the import or export of cargo Office of Management and Budget directive M-07-23, dated September 10, 2007:  Mandated that each department designated to participate in the President’s Working Group on Import Safety identify a senior executive, by September 21, 2007, to participate on an interagency team to coordinate agency use of ITDS  Directed agencies to develop a plan for using ITDS by November 12, 2007 44 Participating Government Agencies (PGA) in ITDS More than 300 ACE Secure Data Portal end-users from 30 PGAs Security and Accountability For Every (SAFE) Port Act of 2006 officially established the ITDS initiative under the Department of the Treasury and mandated agencies involved in licensing and admissibility to join ITDS

Susan Dyszel June 4, 2008 14 Expected Changes in Data Filing  Although there are some additional data elements that will need to be filed electronically, that does not translate directly to new data filings by the Trade  This data is already filed on paper if not electronically - it is filed with the agencies and not through CBP  The same data will no longer have to be filed with multiple agencies  What constitutes the “same data” is being expanded through harmonization  The only new data is the addition of “qualifiers”

Susan Dyszel June 4, 2008 15  PGA specific data will not be filed electronically until Cargo Release is implemented in ACE  Very few PGA data elements will be added to the manifest  The most of the new data elements will be added either to the entry/entry summary messages, or they may be new messages required from the brokers/importers  The determination of who files the data will depend on who has the data What does this mean for the Trade?
