What Was The Rationale For The Rule Change? Proposal 2012-15: Athletics Personnel – Conduct Of Athletics Personnel – Responsibility Of Head Coach Intent: To specify that an institution's head coach is presumed to be responsible for the actions of all assistant coaches and administrators who report, directly or indirectly, to the head coach; further, to clarify that a head coach shall promote an atmosphere of compliance within his or her program and shall monitor the activities of all assistant coaches and administrators involved with the program who report, directly or indirectly, to the coach. What Does NCAA Bylaw 11.1.1.1 State? The Head Coach should: Be responsible for the actions of all assistant coaches and administrators; Promote an atmosphere of compliance; and Monitor the activities of all assistant coaches and administrators involved with the program.

How Could A Head Coach Trigger The Rule? Major/Level One Violation Level Two Violation (e.g., academic fraud, recruiting inducements) Level Three Violations Identified by NCAA Enforcement *Length of suspension will depend on severity of violation(s) committed by his or her staff and/or coach himself/herself.

With Whom Should The Head Coach Communicate? The head coach should have ongoing communication and continued dialogue with the following: Chancellor or President Director of Athletics Compliance Director Coaching and support staff Jointly with the president, director of athletics and compliance director

Discuss his/her expectations for NCAA rules compliance Instances the Chancellor or President should be notified of rules compliance issues Chancellor or President’s preferred method of communication regarding compliance issues Establish a plan for continued dialogue with the Chancellor or President

What Areas Of Focus Should A Head Coach Discuss With The Director Of Athletics? Discuss the philosophy and expectations on rules compliance. The available compliance resources for your program. The responsibility for discussing compliance issues and reporting potential violations or issues of misconduct. Establish a plan for continued dialogue about the program’s compliance environment. Participate in annual performance review.

What Suggested Subject Areas Could A Head Coach Discuss With The Compliance Director? Compliance staff policies and procedures. What are they? Where can I find them? How are they communicated in writing? Expectations for submitting rules interpretations and waiver requests. Educational sessions and frequency of interaction (e.g. compliance calendar, newsletters, hypotheticals) New legislation review and understanding timing and application of new rules.

How Should The Head Coach Establish Expectations With Student-Athletes? Explanation of Bylaw 11.1.1.1 and your philosophy and expectations. Reporting actual and suspected NCAA rule issues (e.g. immediate action and reporting protocol). Establishing regular communication between student-athletes, the coaching staff and the compliance staff. Reviewing any issues involving team rules, agents, eligibility, etc.

What Are Some Items Prospective Student- Athletes Should Be Made Aware Of? Explanation of Bylaw 11.1.1.1 and your philosophy and expectations. Establish ongoing dialogue to review any issues involving the prospect (e.g., agents, eligibility, pre-enrollment amateurism, etc.).

How Could A Head Coach Demonstrate The Monitoring Of Staff Activities? Actively look for red flags of potential violations. Ask questions in all areas where there could be suspicion. Regularly solicit feedback. Ensure the entire program has adequate and ongoing compliance training. Create written monitoring procedures.

What Could Assist A Head Coach In Managing His/Her Monitoring Responsibilities? Assign a staff liaison(s) to the compliance staff. Determine reporting lines to alert compliance staff of issues. Regularly evaluate staff members. Assign staff members to monitor specific areas of compliance. Ensure the program has adequate and ongoing compliance training. Determine reporting lines for resolving actual and potential NCAA rules issues.

What Are Some Potential Areas A Head Coach Can Generate Documentation? Save agendas with the director of athletics, compliance staff and coaching staff. Program's procedures for monitoring and submission of documentation of specific areas of compliance (e.g., practice hours, unofficial visits). Reports to compliance of actual and potential NCAA rules issues. Staff performance evaluations. Complying in a timely manner with NCAA rules and compliance obligations.
