1
National Park Service Greening the Parks Climate Change NPS, photo Environmental Purchasing and Waste Reduction Why Is it Important, Reducing Impacts Tools and Examples
2
National Park Service Greening the Parks Federal purchasing power is $250 Billion! EP = environment + price + performance Every purchase has health and environmental impacts
3
National Park Service Greening the Parks By Buying Green We conserve… foreign and domestic raw materials landfill space energy in securing, transporting, and manufacturing Create jobs, markets, and revenues Decrease greenhouse emissions earth
4
National Park Service Greening the Parks Environmental Purchasing recycled content products biobased products energy efficient products water efficient products non-toxic products
5
National Park Service Greening the Parks Environmental Purchasing Specifying Green Products Careful selection Buy locally produced materials Take control of packaging Think Lifecycle Costs PLAN (early) PRIORITIZE (i.e. energy)
6
National Park Service Greening the Parks Incorporating Green Products into Specs SOW must reflect your commitment Identify criteria Include recycled content – what %? Toxicity levels – what levels? Know your federal requirements CPG, biobased, energy star JOTR organic soil stabilizer FOVA historic window repair
7
National Park Service Greening the Parks Challenges and Opportunities “Few things are harder to put up with than the annoyance of a good example.” Mark Twain How do you evaluate and track purchasing? What are your incentives to waste? Decentralized spending Smart cards – everyone has them Buying locally
8
National Park Service Greening the Parks Opportunities - expand use of...? green janitorial products biobased hydraulic fluids, greases, chainsaw fuels RC building products (i.e. insulation, restroom partitions) environmentally friendly paints and carpet and non-carpet sustainably harvested wood energy and water efficient appliances and fixtures water-based solvents and adhesives; no VOC’s alternatives to pressure treated lumber non-lead practice bullets use less paper buy RC office products
9
National Park Service Greening the Parks Sustainable Design and Construction High performance, energy efficient, healthy Use green standards (LEED or other checklist) Use Whole Building Design Guide specs PWR Directive 48: Sustainable Design and Construction Historic preservation is a sustainable practice Buildings contribute up to 48% GHG emissions.
10
National Park Service Greening the Parks Mt. Rainier NP’s new Henry M. Jackson visitor center meets LEED standards Sustainability has to be incorporated into design at the beginning. It can’t be an add-on at the end.
11
National Park Service Greening the Parks All projects produce waste Include Construction Waste Management Plan (job recycling) in specs Whole Building Design Guide PORE restroom green demonstration project
12
National Park Service Greening the Parks Throwing away one less large bag of garbage every two weeks can reduce GHG gas emissions by more than half a ton a year. If we used 10% less paper, we would save 1.6 million T of GHG, and keep 280,000 cars off the road for one year.
13
National Park Service Greening the Parks Integrated Solid Waste Alternative Plans (ISWAP) 1999 Evaluate system components Increase waste diversion Improve tracking; reduce costs
14
National Park Service Greening the Parks ISWAP Funding Criteria Infrastructure: containers, equipment, composting Cost difference for green products Further studies Educational materials and programs School and public outreach North Cascades
15
National Park Service Greening the Parks Point Reyes NS “know your energy use” campaign Education and Communication John Day Fossil Beds NM public education display on the energy use of its PV system USS Arizona Memorial maintenance workers check energy use
16
National Park Service Greening the Parks Can Mt Rainier improve its solid waste management? Tracking quantities and diversion rates Monitor fill rates Containers and signage in visitor use areas Remove more trash containers along drive-bys Recycling located next to trash Pack-in and pack-out Plastic drinking water bottles Concessioner tracking and accounting Concessioner food packaging Electronics disposal
17
National Park Service Greening the Parks Alternative Transportation Systems Saves fuel, reduces GHGs, and provides an enhanced and safe experience
18
National Park Service Greening the Parks Resources and Guides Green Purchasing How-To Plan Green Office Practices Best Management Practices Green Janitorial Products and Practices (free) EP training at parks Tip of the Month Green Voice Newsletter
19
National Park Service Greening the Parks Going Beyond compliance to Sustainability: EMS is a Tool to Reduce Impacts Climate action goals fit into EMS Identify activities, impacts, and targets. Continuous improvement – two goals each year
