2 Why Response to Intervention  RtI is written into the reauthorization of the Individuals with Disabilities Act  It is written into regulations for the Commonwealth of Virginia. Most importantly, it is the right thing to do for students..

3 Laying the Ground Work  Prioritizing it in the strategic plan.  Focusing on reading and math core programs at all levels.  Putting universal screeners in place: NWEA.  Emphasizing use of data to make decisions.

4 The Five Year Plan The plan delineates: 1. The Coalition of Inclusive Schools 2. Implementation of Core Programs and Interventions. 3. Training for the RtI process

5 The Five Year Plan We will be ready to implement in the fall! 1. Reading/Math Interventions have been selected. 2. The Coalition is building behavior interventions. 3. The Steering Committee has designed the process and forms. 4. The Management System has been selected.

6 The Secondary Interventions  Carnegie Learning for Math  Achieve 3000, Teen Biz, and Empower for Reading

7 The Elementary Interventions-  Intervention Station and making connections for Reading  Moving with Math for Math

8 The Electronic Tracking System Special Education Automated Systems (SEAS)  Tracks student progress in Tiers II and III  Will be use for the new IEP online system.

9 The Henrico School’s RtI Process How it will work?

10 Assumptions 1. A strong core program is imperative for student success. 2. Every school must have a culture of inclusion. 3. RtI features a school-based Intervention Team that focuses on creating success in the general education program. 4. RtI will create a systematic way to catch learning needs BEFORE a student fails.

11 Important Understanding RtI and the Intervention Team is not meant to “circumvent” the special education eligibility process. 1. The school-based Intervention Team builds general education interventions. 2. There will be a separate “Eligibility Team” for determining eligibility for special education services.

12 Structure of the Henrico Model There are typically two types of RtI models: Problem Solving Models, and Standard Intervention Models. Henrico is using a Standard Intervention Model.

13 The Intervention Team  An administrator  A school counselor  A skilled teacher  The teachers requesting the review * One of these members is identified as the coordinator

14 The Team: Ad hoc members  Title I teacher  Content Specialist  Psychologist  Social Worker  Community Agency Representatives

15 The Eligibility Team *We recommend that this be a different group than the Intervention Team.  An administrator  Specialist  A teacher  The referring party.

17 Steering Committee Next Steps 1. Continue work on parent communication templates and Eligibility Team forms. 2. Detail training needs. 3. Create all forms and training documents in the electronic system. 4. Work with specialists on the “specific implementation of tier I and II interventions.” 5. Create a communication plan!

18 What are we getting with the process? 1. Research-based Interventions. 2. An electronic system to track what’s working with students. 3. An “early warning system” based on proactive identification of learning needs. 4. The ability to use the “lack of response to research-based intervention” as a criteria for eligibility for special education services.

19 What is our Responsibility? 1. Careful consideration of students falling below the established cut score on the universal screener for tier placement. 2. Quality implementation of the research-based interventions in ALL tiers. 3. Attention to progress monitoring in all tiers 4. Commitment to a high functioning Intervention Team.

20 Implementation of the Five-Year Plan 1. Our goal is to have all schools fully implementing the process by 2013-2014 school year. 2. Each school will decide which of the three years they will start. 3. Priority access to the interventions will be given to the schools implementing the Henrico RtI Model.
