No mass disorder, afflicting humankind, has ever been eliminated, or brought under control, by treating the affected individual HIV/AIDS, crime, child abuse, poverty, teen pregnancy, are never eliminated one person at a time. Cannot eliminate crime by treating the victim or the offender. Only solution is prevention.
