5 Slide no 5 Dimensions of outcome which Department can influence Working lives through: Promoting and supporting employment relationships Health and safety of workplaces Introduction of new skills and money – through migration and tourism Creation of opportunities/work – through community employment, tourism and new businesses established by migrants Capacity building- skill and knowledge development, and the effective matching of capacity to opportunity – through community employment and employment related policy

7 Slide no 7 Next step Using the same group to develop second level Departmental outcome statements linked to overarching outcome capturing the windows of direct influence for the organisation to act as anchor points for Business Units to develop their own outcome frameworks

8 Slide no 8 The Result The Department’s second tier of outcomes are: 1. Greater opportunities for all in New Zealand 2. Improved labour market participation, particularly for those disadvantaged in the labour market 3. More skilled and knowledgeable workforce which is able to meet future needs 4. Thriving, well-settled and inclusive communities. 5. Fair and productive employment relationships 6. Social consequences and economic costs of injury minimised 7. Adverse environmental impact of work and workplaces minimised 8. Enhanced trust in the institutions of government through access to independent review and decision- making 9. Good international citizen

9 Slide no 9 Selected appropriate second-tier outcomes Applied Intervention Logic Framework and mapped casual linkages Top-down linked outcomes to outputs Determined measures for high-level outcome and interventions Development of Business Units’ (and Vote) frameworks

10 Slide no 10 Measures Approach taken: Environmental information: indicators for the high level outcomes, for which the Department wishes to demonstrate that its contributions are having a positive impact, but for which it is not entirely accountable due to factors outside its control. Results Information: result indicators for outcomes to which the Department can show a direct and substantial contribution and for which the Department will be held accountable. Activity information: information on numbers of processes, activities and tasks undertaken to inform results information. These are not set as accountability targets but will provide supporting information on actual activities undertaken.

12 Slide no 12 We kept it simple The table on the next slide sets out the main ways in which the Department contributes to each of these outcomes and the key relationships required to facilitate their achievement:

13 Slide no 13 Outcome: Greater opportunities for all in New Zealand Departmental Contributions The Community Employment Group by effective community employment and development services. The Labour Market Policy Group through effective employment advice on job opportunities and the Office of the Chief Executive through employment purchase advice and monitoring. The New Zealand Immigration Service contributes to growing business and employment opportunities in New Zealand through skilled and business migration and student and visitor entry. Key Relationships Communities, the Department of Internal Affairs and other organisations and Government agencies focussed on community development. Ministry of Social Development, other Departments with an interest in the labour market. The business community, the Ministry of Economic Development, the Ministry for Research Science and Technology, Industry New Zealand the education and tourism sectors.

14 Slide no 14 Outcomes of Outcome project to date Achieved: Departmental outcome framework is reflected in accountability documentation All Business Units made progress with their outcome frameworks One Business Unit has made a great leap forward to outcomes

15 Slide no 15 Issues that arose …. the good….. Realisation by Business Units that they share joint outcomes We cannot achieve outcomes on our own The outcome areas are not new but articulated better Alignment of businesses and outputs to outcomes now an area of focus Heightened recognition of the importance of key relationships and consultation with customers/stakeholders Support of Ministers and Audit for our journey and transition to the world of outcomes

Working through the issues of many-to-many outcome causal linkages Depicting the outcome hierarchies simply Time pressures- project developed a life of its own Central Agency thinking on outcome implications (eg PFA not keeping up with our progress) Difficult to relate outcomes to outputs if current output structure not aligned to business operations
