8 8 Ex-Offender Issue Breaking it down  30% of service population has criminal background; highest levels found among TANF and non-custodial parent populations.  Jobseekers with criminal backgrounds re-entering the community from prison face multiple barriers to rebuilding their lives; finding employment is just one  Other barriers include: employer discrimination, low education and outdated skill sets, limited and spotty work history, mental health and substance abuse issues  Ex-offenders who find and maintain employment are less likely to repeat offend
