Implementation and Financing Strategies for Mitigation and Adaptation to Climate Change Impacts on Coastal Communities and Small Island Developing States Denis Vasseur, Head of Climate change, FGEF - Cancun, Saturday December 4, 2010
2
It subsidizes, through development operations, the preservation of the major equilibriums of our planet concerning: -climate change, -biodiversity, -international waters, -land degradation and desertification, -persistent Organic Pollutants (POP), -stratospheric ozone layer. Toward for the global environnement GOALS : -promote the protection of the global environment in developing countries, -encourage innovation, -mobilize multi-actor partnerships.
3
Funded by the State budget, as a part of Official Development Assistance 277.5 million euros for the 1994-2010 period In addition to the French contribution to the Global Environnement Fund (GEF) French Development Agency in charge of the management of the FGEF
4
Taking on adaptation challenge 1.Many potential effects on a country's development 2.Uncertainty 3.Strong links between development & vulnerability to CC 1.a variation on development as usual 2.Difficulties to separate the effects of CC and anthropogenic impacts on environment 4.Cross-sectoral issue 5.Territory-specific issues and solutions 6.Involving a variety of stakeholders in the decisions-making process
5
AFD and FGEF goals 1.Integrating climate risk analysis 1.Increasing the robustness of investments and allowing for flexibility and re-examining previous decisions inside classic development projects 2.In some cases, breaking with traditional practices or current trends (ex: shifts in land-use planning) 2.Helping design strategic adaptive development policies 3.Improving diagnostic tools and local knowledge
6
Specific challenges on coastal communities and SIDS 1.Impacts Knowledge and local strategy 2.Urban areas and infrastructure 3.Marine and terrestrial biodiversity 4.Water 5.Insurance to cover extreme weather risks
7
Improving knowledge on CC impacts and designing strategies Adaptation in Maldives – 6,3 M€ Coast deterioration : local resources (tourism and fishing) affected implementation of the PANA in the Maldives acquisition of environmental information, development of tools and indicators in order to assess and monitor the consequences of climate change in the Maldives Adaptation in the Indian Ocean States – 4M€ Reinforcement of capacities for climate observation Survey on effects of climate change Reinforcement on regional policy & measures for adaptation Implementation Pilot actions for adaptation Regional Networking, training, communication Adaptation in Maurice in the framework of « Maurice Ile Durable » - 125 M€
8
Financing urban areas and infrastructures adaptation Vanuatu infrastructure project Building river crossing sills (instead of bridges) Maldives infrastructure project Repair and reconstruction program for the damages ports with more advanced, durable building techniques Greater resilience to climate hazards
9
Improving Marine and terrestrial biodiversity resilience Adaptation in Quirimbas National Park – 8,5 M€ ●Mozambique: High Inadequate infrastructure, flood, drought and cyclones 3rd country in Africa most exposed to the consequences of climate change ●Quirimbas National Park: representative of marine and terrestrial habitats of northern Mozambique - 135 000 hab.- 7500km 2 - 80km coastal ●Significant ecological value + high density of population Preparing ecosystems to cc impacts: seeking coastal ecosystems more resilient ●Objectives: studies to establish an appropriate adaptation strategy, coastal management, biodiversity conservation through specific corridors/local communities, economic evaluation provided by ecosystem services CRISP and Small Grant Initiative (SGP) with Pacific Island States : support to Integrated Coastal Zone Management (with links with marine protected areas)
10
Financing water sector adaptation Assisting the adaptation process to build capacity building and resilience Improving knowledge about climate change-s effects on hydrologic regimes and water ecologies Developing sectoral policies ans master plans Optimizing supplies and demand Investing in Infrastructure and adaptive measures Improving water demand management Improving water supply management Exemple : Cape-Verde Water Project

5. Insurance systems covering extreme weather risks Example of the Caribbean Catastrophe Risk Insurance Facility A CCRIF is the first multi-national catastrophe risk pool, covering tropical cyclone and earthquake ‘liquidity’ risk for 16 nations CCRIF is public-private partnership – for-profit insurance company, 100% owned by a beneficial trust for the member Governments Partners with private sector also in bringing new risks to the international markets
