2 Why Amateur Radio as a partner? provides a trained cadre of volunteer radio operators, technicians and engineers who can use their considerable skills to augment disaster communication facilities; offered without charge for the use of amateur networks; considerable flexibility in rearranging communications points as they are free of commercial contract constraints; are able to make do with limited resources, as their equipment and networks are self-owned, but do not generate any income; lend their time and resources in training others to be licensed in the service and to give the benefit of their knowledge in the installation of communications facilities; Many examples where the Amateur Service has played an important role.

M1042- 2) Encourages the development of robust, flexible and independent amateur services Revision of No. 25.3 of the Radio Regulations and the addition of No. 25.9A to the Radio Regulations at the 2003 WRC amateur stations may be used for transmitting international communications on behalf of third parties in case of emergencies or disaster relief, and that amateurs should be allowed by their Administrations to prepare for and meet telecommunication needs in support of disaster relief.
