State Incident Action Plan Operational Period: 0700 09-06-05 to 0700 09-07-05 General Operating Objectives: 1.Support Re-entry Operations. 2.Support Human Services operations. 3.Implement extended shelter plan. 4.Restore Critical Infrastructure. 5.Continue Logistical operations. 6.Develop an Emergency Fuel Strategy. 7.Coordinate operational support to Task Force Florida. Planning Assumptions: 1.The operational area will be split between south Florida, the Panhandle, and Mississippi. 2.Search and Rescue operations will be lengthy and difficult. 3.The availability of resources is in short supply nationally. 4.Due to the size and scope of the event, resource outsourcing will likely be required. 5.Due to the multiple operational areas, resource support must be well coordinated among all operational areas. 6.Evacuees from other States will likely be in Florida over a prolonged period of time and will require an alternate approach to sheltering. ESF 8 – Health & Medical Current Issues 131 Health and medical staff deployed 9/6: nursing support teams to assist in MS hospitals (Mission #635, 874), epi strike team, environmental health team, staff to support local EOC-ESF8, 3 Information Technology (IT) support staff. Deployed mobile water lab with 2 microbiologists. Coordinating logistical issues to keep them staffed and supplied. 27,000 water purification tablets, user instructions in 3 languages. Deployed information specific to Norovirus, management of acute diarrheal disease info as well as guidelines for infection control in shelters (accompanying deployed epi team). Convening multi-agency initiative to address and monitor Internal Displaced Persons (IDP). Florida Emergency Medical Services (EMS) resources are demobilizing and should return by Thursday. Obtaining mobile office for deployed health and medical staff. Obtaining health supplies for shelter. Operationalized Health & Medical briefing process for all responders deploying to MS.

ESF 8 – Health & Medical Unmet Needs Fuel situation still fluid. Checking with ESF 1 before each deployment. Future Operations Vaccines have been obtained from Department of Health Central Pharmacy, remaining medical supplies will ship with convoy 9-7-05 Rostering additional staff (internal and external to FL) to assist with future health and medical issues and to refresh currently deployed staff; Assessing medical needs of 10 general shelters open in 9 counties housing 778 people; volunteer doctors are on standby to assist. Reassessing core staffing needs for Tallahassee ESF8 to support panhandle and MS efforts. Working on position statements regarding decomposing, unrecovered victims. Assembling larvicide briquettes ( #1189) to deploy Friday to Stennis MS. Up Next – ESF 10

ESF 12 – Energy Current Issues FLORIDA FUEL - Retail Outlets: Panhandle: Very low supplies throughout, a tank barge has docked in Pensacola and beginning to off-load Remainder of the state is improving to pre Katrina levels. ELECTRICITY Overview: Utilities report that their fuel supplies continue to improve.

ESF 12 – Energy MISSISSIPPI FUEL - Retail Outlets Fuel is available in FDEM operational area in areas where power has been restored. All Wal-Mart's and Sam's Clubs are operational fuel with the exception of Pass Christian and Waveland. Fuel is available sporadically north of I-10 in Jackson County and as power comes on in Stone and George Counties. Electric Power Status Customers without power 329,653 of which approx. 250,000 are in the FDEM assigned area. Utility Breakdown: Entergy - 41,358 Mississippi Power - 104,000 Mississippi Co-op - 184,295 Restoration estimates: 9/6: Ocean Springs 9/7: Leaksville, Lucedale, Meridan, Richton 9/8: Bay St. Louis, Long Beach, Wiggins 9/9: Pascagoula, Pass Christian, Delisle 9/10: Hattiesburg, Laurel 9/11: Biloxi, Gulfport, Picayune, Poplarville
