Holistic concept of Sustainable Development discusses four dimensions of society : Economic development, including an end to extreme poverty; Social inclusion; Environmental sustainability; Good governance, including peace and security. Mission: Municipal manager must have the function of providing the reach of these four dimensions of Sustainable Development for its citizens.

Developed Actions Criteria for choice of school directors : Meritocracy Incentive award for principals and teachers Until 2012 Aracaju had the worst record of quality teaching in Brazil Strategies for change: Specific Course for Management of the Education; The selection test for manager of School units after the course held; All selected will have to have obtained supra note 7 Management Plan for Teaching and assessment; Choosing the School Manager, monitoring of activities and performance evaluation;

Investment in “Ensino Funtamental” (Elementary School) Objective: 100% literacy for children with 6 years of age: Access all teachers with a Tablet content of teaching materials, frequency control by parents, system with games, content of the subjects: - Project: “JOYSTREET” -Project: “PROTEGE” -Project: “MINDLAB” -Renovation: 26 Units 2013/2014 -Construction: 9 Units 2013/2014

Coverage of the Family Health Strategy (75% of population); The Pregnancy Protection: deployment and 19 prenatal exams in Health Unit to protect maternal and child health; Minimum of 7 consultations in prenatal; Monitoring of children primarily under 2 years of life. Planning of Primary Health in Aracaju is organized through Multidisciplinary team, consisting of a nurse practitioner, an auxiliary nurses and community health workers. Security: Criation of the “Guarda Municipal", 540 guards who work in schools, parks and public transportation terminals. Expectation 1000 guards until 2014/1. Objective: Fixed posts guards in transportation terminals. Objective: INSTALLATION OF CAMERAS HIGH PRECISION : Safe City Program (Expectation 1135 cameras); Presence of Guard in Schools: “Blue Angels Program.” Objective: PUBLIC ILLUMINATION : Started the process with a pilot in a neighborhood with the implementation of innovative technology lamps (LED), with lower power consumption and higher brightness.
