NYMTC Intelligent Transportation System (ITS) Regional Integration Strategy Public Forum April 24, 2003

2 Background Building more and wider roadways is either not feasible or not possible due to space limitation. The opportunity for systems technologies to be applied to support the growing demands on the transportation network infrastructure. The term intelligent transportation systems (ITS) refers to the application of data processing, data communications, and systems engineering methodologies with the purpose of improved management, safety and efficiency of the surface transportation network.

3 Project Objectives Allow ITS investments to work together towards regional interoperability (for example, fire and rescue services can communicate with traffic control and transit services) Enhance interagency cooperation in the management and development of intelligent transportation systems Target ITS projects and initiatives early in the planning process to facilitate more effective integration.

4 Project Objectives The Integration Strategy will serve as the ITS chapter in the 2003 Regional Transportation Plan. The Integration Strategy developed shall follow the requirements described in the US DOT NPRM for Statewide Transportation Planning; Metropolitan Transportation Planning Proposed Rule May 25,2000.

5 Integration Strategy According to NPRM: –“For the purposes of guiding and coordinating the management and funding of ITS investments supported with highway trust fund dollars to achieve an integrated regional system”

6 Coordination with other Regional ITS Architecture Projects New York City –Geographic Subset –Focus on Region 11 and original NYC EDP Agencies New York Statewide Services Transcom Regional Architecture

Operational Concept, Agency Roles and Responsibilities 4. Required Agreements and MOUs 5. System Functional Requirements 6. System Interface Requirements (to the level of Architecture Flows) 7. Identification of Standards 8. Sequencing of Projects and Implementation 9. Maintenance Plan

10 Integration Strategy vs. Regional ITS Architecture Integration Strategy Element Regional ITS Architecture Element Comparison 1. ITS Vision No similar Regional Arch Element 2. List of Stakeholders 2. Identification of Participating Agencies and Stakeholders Identical elements 3. ITS Inventory including functions and interconnections 5. System Functional Requirements 6. System Interface Requirements All Regional ITS Architectures also include an inventory. Level of detail of func req and system interface req greater for Regional ITS Architecture 4. List of projects and regional ITS initiatives along with sequencing and resource identification 8. Sequencing of Projects List/ sequence of projects similar. Regional ITS Arch does not include resource identification. 5. List of needed agreements 4. Required Agreements Identical elements
