Cons Possible delays or reroutes due to Union Pacific Railroad trains blocking certain intersections Potential environmental and safety concerns due to proximity to commercial cargo loaded on railcars (chemicals spills or derailments)

Design Fees: –Architectural Portion: $ 250,000 @ 7% (+/- $ 17,500.) –Civil Engineering Portion: $ 300,000 @ 10% (+/- $ 30,000.) –Soft Cost: $ 61,850 (+/- 10%) Site: Recently acquired two city blocks at Sta. Isabel Ave & Park Street Timeline: Completion by December 2003
