1 Planning & Community Development Department Predevelopment Plan Review for Art Center College of Design Master Plan City Council June 8, 2015

2 Planning & Community Development Department Background 2 Art Center established the Hillside Campus location at 1700 Lida Street in Pasadena in 1976. In July 1989, a five-year Master Plan for the Hillside Campus was approved.

3 Planning & Community Development Department Background 3 In 2004, Art Center opened its first South Campus location at 950 and 988 S. Raymond Ave. In January 2006, a 10-year Master Plan for the South Campus was approved. More recently, Art Center acquired three parcels adjacent to the existing South Campus Master Plan and obtained permits for additional work to the South Campus parcels.

4 Planning & Community Development Department Background 4 Art Center submitted a Predevelopment Plan Review (PPR) for a new 10-year Master Plan for both the Hillside and South campuses. The vision of the Master Plan is to focus growth in South Campus while upgrading facilities in the Hillside Campus. PPR is required for all Master Plans This is an informational item only

CUP #3749 - approved in 2000  construction of a 5,000 square foot, 2-story pavilion CUP #3821 – approved in 2000  a modular building to be temporarily used for classroom/workshop space

Raymond Avenue  Alteration and adaptive re-use of a 2-story, former postal service building and parking lot

14 Planning & Community Development Department Design Commission Comments 14 Design Commission conducted a Preliminary Consultation on February 3, 2015 For the Hillside Campus, the Design Commission requested  the preservation of the Craig Ellwood Building  Special attention should be given to the final design and installation of the solar/photovoltaic panels in the parking areas

15 Planning & Community Development Department Design Commission Comments 15 Preliminary Consultation South Campus  Consider internal campus linkages to the general outside community  External linkages to the streetscape and the broader community, active streetscapes, interaction in spaces between the proposed and existing buildings  South Campus improvements are generally in an area that could accommodate the proposed height and density and could result in revitalization of the area

18 Planning & Community Development Department PPR Review Summary 18 CEQA review  Environmental Impact Report General Plan and Zoning Code  Hillside Campus – No changes  South Campus - Change General Plan land use designation to Institutional and zoning to Public, Semi- Public Open Space

19 Planning & Community Development Department PPR Review Summary 19 Parking  Students and faculty are distributed between both Hillside and South Campuses  Careful consideration must be made to determine how parking demands are met since the Hillside Campus and the South Campus are interconnected  South Campus is located in Transit-Oriented Development boundary, minimum parking = maximum parking

20 Planning & Community Development Department PPR Comments Summary 20 Transportation/Traffic  Traffic analysis is required  Analyze the potential impacts of the Master Plan on ingress/egress, traffic volumes/speeds, pedestrian/bicycle quality, transit use, and multi-modal corridors/de-emphasized streets  Shuttle service impacts

21 Planning & Community Development Department PPR Comments Summary 21 Design and Historic Preservation  Hillside Campus renovations are not subject to Design Review  South Campus buildings on 888 and 988 South Raymond Avenue will require Commission-level Design Review because they both exceed 25,000 square feet individually.

22 Planning & Community Development Department PPR Comments Summary 22 Fire  Hillside Campus is located within a High Fire Zone; must comply with additional requirements in the California Fire Code  South Campus is not located within a High Fire Zone Health  Hillside Campus does not require review by Health Department  South Campus retail café requires review by the Health Department

23 Planning & Community Development Department PPR Comments Summary 23 Housing  Hillside Campus does not require review by Housing Department  South Campus student rental housing is subject to the City’s Inclusionary Housing Requirements  Requires 10% of the units to be restricted at low- income, 5% at moderate income  Qualifies for reductions in the Residential Impact Fee, permitting fees, and transportation improvement fee
