10. 10 Program Initiatives  APMS  FY 2012 - $4.6m  STB action will increase to $7.9m  JPA’s are changed to require 10% share up front  Bids are on the street for first phase  Design is in progress on second phase  The cycle has been established to keep design ongoing during all construction
