Resolution Dr Extension Timing Funding Economic Justification Kay & Horsham Downs Temp Closure Options Northern Ramps Only Connect to Horsham Downs Rd North & South Ramps Expressway over or under Resolution Dr Sever Osborne Road Sever Kay Road Borman Rd Interchange Requires Economic Justification Designate full interchange and connection through to Horsham Downs Road. Expressway could be under or over Resolution Drive extension (currently under) Need to agree timing and funding responsibilities between: NZTA HCC WDC Assumed that HCC will construct Resolution Drive Extension between Borman Rd and Expressway Construction of Interchange could be deferred – or constructed in stages.

Puketaha Rd Severance / Greenhill Rd Extension Possible Options: X X Current Proposal for expressway to pass over Puketaha and Greenhill Road. Puketaha could be severed as part of the Expressway project: Preliminary investigation underway Funding, Timing and Designation responsibilities need to be agreed NZTA to accept responsibility for designation and construction of Interchange to Wairere link to cater for expressway traffic and Greenhill east traffic only excludes Ruakura development traffic and associated junctions Ruakura Structure Plan

‘Split Diamond’ Arrangement Connection Options Ryburn Rd Powells Rd Relocated Ruakura Rd X Issues Economic Justification Cost Sharing (TGH/HCC/NZTA) Timing: - Inland Port construction - Ruakura Rd relocation Ryburn Rd severance ECMT Rail One-way ramps 1.5 km Logistics Zone/ Inland Port Split Diamond arrangement between Ruakura Road and Morrinsville Road Based on agreement between NZTA , Tainui Group Holdings Ltd & Hamilton City Southern Ramps at Morrinsville Road provide: Relief for Southern Interchange Full connectivity at SH/SH junction Current VAC approval of split diamond subject to: confirmation that the Ruakura Estate connection is consistent with regional planning strategies a MPFA in place before submission of NoR The MPFA to “include consideration of the developer/HCC paying for additional costs of development and construction over and above what NZTA would have paid for if Ruakura wasn’t going ahead”. (The additional costs need to include allowance for the ongoing maintenance of the parallel ramps.) Timing: Ruakura Road needs to be relocated before construction can commence on the bridge over Ryburn Rd and ECMT. The rail siding subway needs to be in place before the siding can be completed.

8 Waikato Expressway Strategic Network Connections Waikato Expressway
Based on: Hamilton City Council Proposed Strategic Network Access Hamilton (Map 002) & Waikato District Council District Plan Arterial Roads (Table 8, Appendix A) This arrangement provides: connections to all of the City’s strategic routes on the east side of the City. Six entry points from the Expressway Generally consistent with WDC arterial network.
