Focus Group Objectives To discuss AM role/process in various services procurement on behalf of Owner Association (OA) for different occupancy and age. – Clarify roles of AM/Board/FM Service Providers – Clarify AM responsibilities WRT OA Constitution – Importance of structured contracts & adhering to best procurement practices Identify required due diligence needed by AM before taking over the responsibility from OA. – Importance of site visit prior to tender submissions/quotes – Overview of status of technical plant equipment, contractual arrangements, funds available, asset registers, maintenance schedules and logs – Identification of common areas, common amenities Develop required recommendation to standardize OA Management licensing and qualifications. – Educational requirements, standardizing qualifications e.g. CMCA, AMS – Continuing Education

Focus Group Objectives AM expected limitations and challenges. – Proper Budget development & approvals by Board/RERA – Pricing strategy – By unit, square foot, type of property – Lack of Technical knowledge/ staff due to traditional AM role Tools and skills needed by AM to implement OAM strategy – Administrative, Financial, Technical, Customer Service – Ensure best FM practices & qualified FM personnel on payroll – Add value to a building by improvements of common areas – Organize Community events – Individual skills – Communication, organization

Where are we today? AM role/process in various services procurement – MEFMA has developed FM courses to educate AMs – RERA playing a role in ensuring AMs comply – Elected Boards are increasingly involved in procurement & tendering Identify required due diligence needed by AM before taking over the responsibility from OA. – Standard RFPs for AMs floated by Boards – AMs have opportunity to review site, meet Boards – RERA initiating two Focus Groups to work on OA-specific matters Develop required recommendation to standardize OA Management licensing and qualifications. – DREI signed MOU with CAI in Dec 2010 – DREI setup the M100 – Dubai committee to develop material with CAI – Enhanced AM curriculum being developed with new modules for continuing education

Where are we today? AM expected limitations and challenges. – RERA reviewing all budgets based on standardized format & issuing approval letters – AMs now competing on lump sum prices and being selected by the OA – AMs now attending MEFMA FM courses and/or employing relevant FM personal Tools and skills needed by AM to implement OAM strategy – AM Industry-specific events like MEAMCON 2010, AM Networking Session bringing best practices – MEAMCON 2011 + Expo scheduled for Dec 14/15 – New CAI Professional courses in Communication, Leadership conducted. – Financial & Risk Management courses scheduled for Dec 11-13
