Telecom infrastructure: main achievements
By the end of 2008 all populated areas of the country were provided with telephone communications. Communication network has been completely digitalized in 2010. NGN technology coverage: 40% of all communication network 3 fiber-optic networks established. Full coverage of Azerbaijan’s territory, including all regional centers (approximately 40% of rural residences). The capacity of the external Internet channels increased 2.3 fold during last 3 years and reached 200 Gbps.

Broadband Internet tariff policy
During last 3 years, tariffs for unlimited broadband Internet dropped 13 times on the average. At the moment, price rate for unlimited 1Mbps ADSL connection is 12 USD, whereas 2Mbps is 19 USD. Today’s share of broadband expenses in the national average monthly income is 2.5%. This fully meets the ITU’s goals of “no more than 5 %” set for developing countries for the period to 2015.

Main targets All settlements of the country to have access to e-government services by 2015. Broadens implementation of e-education, e-health, e-commerce and other e-services. E-government achievements
Establishment of “e-Government” portal - Adopted list of 417 electronic public services by 40 central executive bodies. Created e-Government Gateway and 40 state agencies have joined the 'e- government' portal. 214 e-services are provided by portal today. Majority of “EU 20 basic e-services” for citizen and business sector is implemented. National Certification Authority and Public Key Infrastructure is created for providing e-signature for the government organizations, legal entities and individuals. More than 9000 e-signatures have been given to employees of state organizations. Online payment for state tariffs and fees carried out. Applied e-Solutions in sectors such as tax, customs, finance, migration, social protection, health, education, justice, law-enforcement and statistics.
