Perkins Updates Year 9 Extension FY2014 Performance Tiered Monitoring
State Plan Revisions Negotiate levels of performance for Year 9 FY2014 Performance Secondary – Academic Attainment/Mathematics Postsecondary- Credential, Certificate or Degree Tiered Monitoring Since Congress has not reauthorized Perkins, we are in the process of preparing our spring submission to the US Department of Education. We will be submitting a few state plan revisions which are very minimal. Primarily wording corrections and deleting information which is no longer in place. We will also be negotiating our levels of performance for Year 9. For the two secondary academic attainment measures, we will continue to follow our NCLB waiver percentages. The levels of performance for the other core indicators of performance will be negotiated upward by only by 1 percent or so. They no longer negotiate quarter or ½ percentages. Like last year, we will issue an administrative memo once our levels of performance have been approved. For FY2014, we met all core indicators of performance either by exceeding our negotiated level of performance or meeting it at 90% of the negotiated level of performance with the exception of Secondary – Academic Attainment/Mathematics and Postsecondary – Credential, Certificate or Degree. We are under a statewide improvement plan for math and everyone’s improvement plan was received. Unless you hear from me, your plan is approved. With regard to postsecondary – credential, certificate or degree, I fully anticipate being under a statewide improvement plan since we haven’t met this indicator since year 4 and we continue to decline. You are required to have a local improvement plan in place for any indicators you failed to meet but you are only required to submit those plans to the state if we are under a statewide improvement plan. Finally, as a reminder, Cohort 1 is required to undergo the desk monitoring process in the tiered monitoring system. If you haven’t completed that process, you have until XXX to complete.

50/50 Equipment/Educational Resources Grants
Continuation of 50/50 funds for equipment Standardize application process among program sections Provides for more accountability of funds Requests due July 1, 2015 Final payments due February 1, 2016 so unspent funds can be reallocated For the upcoming fiscal year which starts July 1, 2015, we will be implementing a new process for requesting 50/50 equipment funds. We have developed a simple application that needs to be completed for each program that is requesting 50/50 equipment funds. This application must be submitted along with the FV4. We had some sections that were requesting information and others that weren’t so we wanted to standardize the process among the sections. As with the Enhancement Grant, we feel it is extremely important that we have good accountability of our funds. Requests will be due by July 1, We request that FV2s for final payment be made no later than February 1, 2016 so we can reallocate any unspent funds.

Common CTE Criteria and Quality Indicators
In revision for two years Utilized model rubric designed by SREB for Quality CTE programs along with our current CTE Common Program Standards and Quality Indicators Reviewed and approved by the CTE Advisory Group at their February 10, 2015 meeting Will initially be available for use by CTE teachers and administrators as a tool to review and improve programs – Not A Requirement. Future: May be used to determine program approval, funding, etc. Another project that staff has been working on is a revision to what we referred to as our Common CTE Standards and Indicators. We now are referring to them as Common CTE Criteria and Quality Indicators. Overall, the criteria did not change but some of the quality indicators did. As part of this process, we developed a rubric that can be used by the individual classroom teacher to evaluate and improve their program. It is important to note that this was not developed as a tool for teacher evaluation. It is strictly a program improvement tool. The rubric we developed was modeled after Quality CTE programs rubric designed by SREB. The CTE advisory group reviewed it at their November meeting and made some recommended changes. We received their final approval during yesterday’s meeting. The advisory group’s overall recommendation was to make the use of this document voluntary and not a requirement. However, we fully anticipate that this could be used to determine program approval, funding, etc. in the future. This document will be posted on our website. Please take some time to review it and offer any feedback.

PS-Adult Course Assignment file This data is used to verify courses/programs being taught for the reporting year. Opens February 1 Closes March 31 Student Graduate Follow Up file Due Date – February 15 The use is used in Perkins, EIF, APR and MSIP files The PS-Adult Course Assignment file replaces the FV-1, VECS and FV-2 paper forms previously submitted. The data submitted in the PS-Adult Course Assignment file is used to determine the salary reimbursement for college and adult programs taught. This file opened February 1 and will close March 31. All data has to be submitted and certified by March 31. Student Graduate Follow Up is due February 15. There has not been any changes to the system. The data is used for Perkins, EIF, APR and MSIP. Perkins – the system matches your students, who have been reported as a concentrator who graduated or received a GED, in the June Student Core with the follow up information reported in the February Student Graduate Follow Up file. For APR & MSIP – I can only suggest that you read the Understanding Your APR and MSIP information documents.

MOSIS – June Student Core
Due June 30 June Student Core This data is used to verify Perkins information for the reporting year. Student Course Completion NEW – CTSO Student Participation Perkins - the system extracts the data for the area career center and sending school CTE students which is submitted in the June Student Core, the EOC assessment information and the Student Graduate Follow Up. Using this information, the Perkins Accountability reports are populated. Student Course Completion is submitted in June by the school where the student earned the credit. Area Career Center will report student course completion for all of their sending school students the same as they report a student assignment file for all of their sending school students.

Effectiveness Index Formula (EIF) Combines 2013 June Student Core concentrators who graduated with the 2014 Graduate Follow Up with a status of – Continuing Education (related and non-related) Employed Related Military (related and non-related) EIF – the system matches your students, who have been reported as a concentrator who graduated or received a GED, in the June Student Core with the positive placement information reported in the February Student Graduate Follow Up file.
