Qualification for the Lecturer/ Assistant Professor NET/SLET/SET shall remain the minimum eligibility condition for recruitment of the Assistant Professor It appears that NET/SLET/SET is not the minimum eligibility condition for recruitment of the Assistant Professor in B. Ed colleges; Ph.D degree in Education with subject specialization is a desirable qualification. Besides three years of teaching experience in a secondary School shall be considered. Necessary G.O of State Govt. may be required after necessary clarification from NCTE and UGC. State Govt.

5. Staff 5.1 Academic Faculty For an intake of two basic units of 50 students each, that is total students strength of 200, there shall 16 full-time faculty members. The distribution of faculty across different curricular areas shall be as under : Principal/HodD One Perspectives in Education Four Pedagogy subjects Eight (Maths, Science, Social Science, Language) Health and Physical Education One Fine Arts One Performing Arts(Music/Dnce/Theatre) One Note:(i) The faculty positions listed under different subject categories may teach course(s) in the Teacher Education Programme across curricular areas specified, and can cater to both foundation and pedagogy course(s). If the students strength for two years is one hundred (with one basic unit) only, the number of faculty shall be reduced to 8. (ii) Faculty can be utilised for teaching in flexible manner so as to optimize academic expertise available.

5.2 Qualifications The faculty shall possess the following qualifications: A Principal/HoD Postgraduate degree in Arts/Sciences/Social Sciences/Humanities/Commerce with minimum 55% marks; and M.Ed. with minimum 55% marks; and Ph.D. in Education or in any pedagogic subject offered in the institution; and Eight years of teaching experience in a secondary Teacher Education Institution. Desirable : Diploma/Degree in Educational Administration or Educational Leadership. B. Perspective in Education or Foundation Courses (i) Postgraduate degree in Social Sciences with minimum 55% marks; and (ii) M.Ed. degree from a recognised university with minimum 55% marks, OR Postgraduate (MA) degree in Education with minimum 55% marks; and B.Ed./B.EI.Ed. degree with minimum 55% marks. C. Curriculum and Pedagogic Course (i) Postgraduate degree in Sciences/Mathematics/Social Sciences/Languages with minimum 55% marks, and (ii) M.Ed. degree with minimum 55% marks. Desirable: Ph.D. degree in Education with subject specialisations. [Note: In case of B and C put together, for two faculty positions, a postgraduate degree in Sociology/Psychology/ Philosophy with 55% marks, and B.Ed./B.EI.Ed with 55% marks and three years of teaching experience in a secondary school shall be considered].

D. Specialised Course Physical Education
(i) Master of Physical Education(M.P.Ed.) with minimum 55% marks. (Training qualification in yoga education shall be desirable) Visual Arts Post graduate degree in Fine Arts(MFA) with minimum 55% marks Performing Arts Post graduate degree in Music/Dance/Theatre Arts with minimum 55%. 5.3 Administrative and Professional Staff (a) Librarian (B.Lib with 55% marks) One (b) Lab Assistant (BCA with 55% marks) One (c) Office-cum-Account Assistant One (d) Office Assistant-cum-Computer Operator One (e) Store-Keeper One (f) Technical Assistant One (g) Lab Attendants/Helpers/Support Staff Two Qualifications As prescribed by State Government/UT Administration concerned Note: In a composite institution, the Principal and academic, administrative and technical staff ca be shared. There shall be one Principal, and others may be termed as HoDs

NCTE REGULATIONS,2014 ( For M.Ed Course )
Staff Faculty For an intake of 50 students per unit, the faculty-students ratio for a two year programme for 100 students shall be 1:10. The faculty positions shall be distributed as under : Professors Two Associate Professors Two Assistant Professors Six The faculty members shall be appointed to cover all the core and specialised areas given in the curriculum. The Principal of a college offering M.Ed. programme shall be in the rank and scale of a professor.  Qualifications A Principal/HoD (i) Postgraduate degree in a related discipline. (ii) M.Ed. With minimum 55% marks. (iii)Ph.D in Education. (iv)Ten years of professional experience in teacher education.  B. Professor and Associate Professor  Postgraduate degree with minimum 55% marks in the discipline relevant to the area of specialisation. Postgraduate degree in Education(M.Ed/M.A. Education) with minimum 55% marks. Ph.D. degree in Education or in the discipline relevant to the area of specialisation. Any other qualifications prescribed by UGC like NET qualification or length of professional teaching Experience as per UGC or state government for the positions of Professor and Associate professor.

C Assistant Professor (i) Postgraduate degree with minimum 55% marks in the discipline relevant to the area of specialisation. (ii)Postgraduate degree in Education(M.Ed./M.A Education) with minimum 55% marks (iii)Any other qualifications prescribed by UGC like NET qualification. (Note: Faculty can be utilised for teaching in a flexible manner so as to optimise academic expertise available). 6.3.Administrative and Professional Support Staff (a) The following administrative staff shall be provide : 1.Office Manager One 2.IT Executive/Maintenance Staff One 3.Library Assistant/Resource Centre Coordinator One 4.Office Assistants Two 5.Helper One (b) In the University Education Departments, the administrative staff shall be deployed as per the policy of the university.

PROBLEM As per NCTE Regulations, 2014 most of the Teacher’s Training Institution of West Bengal will be able to teach only one basic unit of 50 students for the coming academic session (for B.Ed). In that case, the total number of pass out student teachers will be approximately 50 % of the previous academic session. Besides in the academic session no trained teachers will come out as because the regular B.Ed course will be of two years duration. As per RTE Act, 2009 after it is not possible to recruit any untrained teachers in the upper primary and secondary schools of West Bengal. So a huge gap will be created between the demand and supply of the human resources in respect to recruitment of teachers in Schools of West Bengal.

So to cope up with the situation, Higher Education Deptt
So to cope up with the situation, Higher Education Deptt. may intimate to the NCTE Authority that we will like to start the regular B.Ed & M.Ed course for 2 years from the coming academic session i.e. from following NCTE Regulations, 2014 with revised Curriculum and evaluation pattern. Higher Education Deptt. may take initiative to form a uniform curriculum for B.Ed/ M.Ed, B.P.Ed / M.P.Ed courses in the light of NCTE Regulations, Two committees (one for B.Ed & M.Ed curriculum and another for B.P.Ed & M.P.Ed curriculum) may be formed for the said purposes. Proposed Action: We may also request the Chairperson, NCTE [vide item No.12 (power to relax) of NCTE (Recognition Norms and Procedure) Regulations, 2014 published in The Gazette of India: Extraordinary, Part –III, Sec-4, dated ] to allow B.Ed Colleges to admit 100 students in 1st year with existing teaching faculty (1+7) and existing infrastructure for the coming Academic Session ( ).

Issue The existing Teacher Education Institutions, wherever necessary as per the revised Norms and Standards, shall provide additional built up area, create additional infrastructure, appoint additional staff and furnish additional Reserve Fund per unit per programme by October 31, 2015. However, if the institution is not willing to fulfill the norms prescribed in the New Regulations as mentioned above, its recognition will automatically become invalid as the old Regulations have already been superceded.

EXPLANATION Additional built up area: For an additional intake of 50 students, it shall possess additional land of 500 sqm. (five hundred square metre). For the Institution established prior to this regulation, for an additional intake of 100 students, built up area to be increased by 500 sqm. (five hundred square metre) and the requirement of additional land may not apply to them. Additional infrastructure: Along with the previous infrastructure (As prescribed in NCTE Regulations, 2009) one Curriculum Laboratory and one additional male common room need to be constructed along with female common room. Appoint Additional staff: 8 more full time faculty members need to be appointed [16(1+15) for 100 students (2 basic units of 50 students)]. Regarding Administrative and professional Support staff, post of Lab Assistant need to be created and filled accordingly.

EXPLANATION Additional Reserve Fund: If an existing recognized institution has not maintained the Endowment Fund and Reserve Fund for all the courses it is running; it shall be required to do so at the new rates (Endowment Fund Rs.5.00 lakh Rupees / programme /unit & Reserve Fund Rs Lakh Rupees / programme /unit) in respect of the programme for which it has not maintained the two funds. In respect of the existing programme(s), if Endowment Fund and Reserve Fund have already been maintained, the Institutions shall not be required to deposit the balance with the Bank in the form of a FDR. If an Institution is running two programmes and it has FDRs for Rs.8.00 lakhs, it shall be required to obtain FDRs for Rs lakhs for the second programme.

PROPOSED ACTION The Self-financing Institutions may be requested to take the necessary initiative to meet up the above criterion regarding additional built up area, additional infrastructure, additional staff and additional Reserve Fund per unit per programme. In case of the Government and Government –aided Institutions, State Government may take initiative for additional built up area and additional infrastructure.

But to appoint additional staff in Govt. and Govt
But to appoint additional staff in Govt. and Govt.-aided college there are several steps need to be followed subject to approval from the Higher Authority: Collection of necessary information regarding existing staff pattern, vacancy list and new posts to be created for satisfying the NCTE regulations, 2014 from different Teachers’ Training Colleges of West Bengal. Determination of financial liability of the State Government for creation of these new posts. Necessary ratification for change of the nomenclature of the existing posts.

Creation of the new teaching and non-teaching posts on the basis of approval from the Higher Authority. Framing of the recruitment rules as per new regulations after necessary clarification from NCTE and UGC. Necessary advertisement by different Service Commissions like Public Service Commission, College Service Commission etc. for undertaking Selection process & Filling up of the posts.

Probable Solution We need at least 12 to 18 months time to complete the process. Besides both for the Government and Govt.-aided Colleges, State Government already formulated the recruitment rules following the then NCTE & UGC regulations and the process is ongoing for recruitment of teaching faculties including the Principals. So Higher Education Department may seek permission from the NCTE Authority to recruit the academic faculties following the already published recruitment rules till January 2016, so that in between we can take necessary steps for recruitment of the staff following NCTE Regulations, 2014 after necessary clarification.

EXEMPTION OF ENDOWMENT FUND
In the NCTE Regulations, 2014 there is no mention of exemptions regarding deposition of Endowment Fund and Reserve Fund for Govt. and Govt.-aided Institution as enjoyed by them at present. Under the existing system similar provision for exemption of Endowment Fund and Reserve Fund may be made for Govt. and Govt.-aided Institution by NCTE with the intervention of Higher Education Department, Govt. of West Bengal.

Important Issue Each Teachers’ Training Institution is instructed by the NCTE Authority to take the necessary action to comply with the NCTE (Recognition Norms and Procedure) Regulations, [vide Gazette Notification ,Gazette of India: Extraordinary, Part –III, Sec-4 New Delhi, dated ] and to submit the affidavit in the prescribed format within 21 days from the date of receipt of the letter from the NCTE Authority. NCTE will issue order of recognition w.e.f after submission of the affidavit.

All the bodies are requested to extend their co-operation to the State Govt. to complete this gigantic task of Teacher Training following NCTE Regulations,2014 in West Bengal within the stipulated time.
