1. DIVISION Landstingsdirektörens stab Coral Interreg Europe proposal Project proposal addresses objective 1.2 of the Interreg Europe Programme: Improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and, where relevant, European Territorial Cooperation programmes, that support the delivery of innovation by players in regional innovation chains in areas of “smart specialisation” and innovation opportunity. The proposal consists of three themes Theme 1: Coral Eco-System - Developing quadruple helix eco-system and expanding regional and international markets Theme 2: Coral Innovation - Developing and testing leading-edge innovations Theme 3: Coral Market - Scaling up smart solutions for health and social care investment in a comprehensive programme, rather than a piece-meal project, approach. Each of the pillars provides key building blocks for policy enhancement that, within participating regions, will lead to: (a) developing the active and healthy ageing innovation infrastructure/eco- system and “get things right”; (b) boosting the capacity needed to make a difference at scale; (c) producing, commissioning, implementing and developing consumer markets for smart services and products; (d) securing better health and care for people across Europe and contributing to the achievement of local, regional, national and European goals.

DIVISION Landstingsdirektörens stab Theme 1 – eco-system Building the eco-system - combine cost effectiveness within the health and care sector, improved health and well-being benefits for local people and wider benefits for the local digital and innovation economy. Specifically, it will highlight and assess policies for building and co-ordinating relationship building between local SMEs, city-region academic and research institutions, care, health and community organisations, citizens and larger technology companies to strengthen the regions’ smart health and well-being economic cluster and act as a catalyst for innovation and growth. Accessing new markets: engaging with leading European regions and, potentially, global markets (with their own eco-systems), including through the Coral (Community of Regions for Assistive Living) and ECHA (European Connected Health Alliance) to open up new eHealth markets for existing and start- up companies. Activity will focus on examining and assessing policies and initiatives for stimulating inter-regional and international exports of products and services.

3. DIVISION Landstingsdirektörens stab Theme 2 - Innovation In the health, well-being and social care context, solutions must ‘fit’ the needs and expectations of the citizens. This theme will contribute to policies for building regional infrastructures that can create innovative products and services for health, care and well-being and developing them to the market- ready and widespread adoption stage. It will focus on how best to combine living labs with regional health and social care “testing grounds” capable of providing the basis for innovating, evaluating likely impact and producing business models and cases. This theme will, therefore, support regional policy development and programme implementation to: Build living-lab capacity and quality to support the development and initial testing of innovative services and products; Provide the resources and infrastructure (testing grounds) for piloting and evaluating smart solutions for health and well-being in real world environments.

4. DIVISION Landstingsdirektörens stab Theme 3: Market -Scaling up smart solutions This theme will address the policy and programme solutions that focus on the demand-side, supply-side and investment capacity required to roll out active and healthy ageing innovation solutions at scale. It will build on partner regions’ strategies and good practices in delivering wide-scale implementation of health and care technologies drawing on key lessons from these activities and from efforts to develop the infrastructure for an ehealth consumer market. This theme will, therefore, support regional policy development and programme implementation to: Boost public and third sector demand by embedding innovation and technology, within public and independent sector procurement Take the lessons learnt from partners’ consumer market activity to bolster the nascent consumer market infrastructure, facilitate business to business (including retail) and business to consumer links and market expansion. Lever in additional and new forms of finance that can boost demand, R&D potential and productive capacity.
