City & Guilds is offering awards at the following levels:
Entry 1: all modes
Entry 2: all modes
Entry 3: all modes
Level 1: all modes; reading by National Test
Level 2: all modes; reading by National Test
Registration will be for Entry Level or L1 or L2.
Entry Level covers all 3 Entry Levels, with certificates available at Entry 1, Entry 2 and Entry 3 (unlike 3792) as well as unit (or mode) credit via CUCs.

City & Guilds has applied to QCA to offer awards at the following levels:
Entry 1: Speaking and Listening
Entry 2: Speaking and Listening
Entry 3: Speaking and Listening

The application was made in w/b 1st February We are awaiting confirmation from the QCA that the award has been accredited.
This is supported by single mode assessments in Speaking and Listening, Reading and Writing.

How will the new awards be assessed?
Entry 1, 2 and 3
will be assessed by assignment. The assignment will be set by City & Guilds and marked by the centre
Level 1 and 2
will be assessed using a combination of assessment methods
At Entry Level City & Guilds will produce a series of assignments with everything you need to assess candidates.
At Level 1 and Level 2, the National Tests (in Adult Literacy) provide the external element, but success in the Test only results in an award of the Reading Mode for 3692.
The Writing and Speaking & Listening modes (units) are assessed by portfolio evidence, as outlined by City & Guilds (3 pieces of evidence for each mode), and assessed and recorded using City & Guilds documentation. Will look more closely at these later in the day.
Reading mode will be assessed using the National Test in Adult Literacy
Speaking and listening, and writing modes using portfolio evidence based on activities suggested by City & Guilds

City & Guilds set assignments and recording documents
one assignment covers all the assessment requirements for that level; single mode assessments are also available

City & Guilds will provide 4 assignments at each entry level (on CD) plus a practice assignment at each Entry level (on our basic skills website). The topics are: finding a job; making a journey using public transport; library services; and health.
Each assignment covers 100% of assessment requirements – candidate only needs to do one of them.
C&G provide almost everything (not tapes, tape recorders or dictionaries).
We provide transcripts for the listening activity (to allow for regional diversity of accents). Centres will need to make tapes. Should not normally be the candidate’s own tutor whose voice is on the tape.
We also provide scaffolding to support the discussions.
C&G provide marking criteria and all recording documentation.
There is tolerance built in to each activity.
Available on-demand, when candidates ready – will need a lot of underpinning skills/knowledge first.
Administered by centre under supervised conditions – never taken away. Retain all assignments/evidence (achieved or not). If done over more than one session, assessor signs/dates when they stop/start. Also need to indicate time used.
Security - treated as test materials.
There are time constraints, but these are quite generous.
Assignments are marked by the assessor, subject to internal verification.
“Resits” - should use a different assignment. No minimum time elapsed.

Levels 1 and 2 – Reading mode only
40-item multiple choice test

On-line testing (on demand)
Cover L1 and L2 tests very briefly (as there is an afternoon slot devoted to the tests for centres who have requested this):
They are set by QCA and are the same tests for all Awarding Bodies. They are 40 multiple-choice questions in 1 hour for Literacy/ESOL (same test). City and Guilds offer the paper-based tests monthly. With on-line testing, the tests are available on demand.
Weekly tests are only available through the 3792 Certificate in Adult Literacy.
Do not say any more at this point and try to refer questions to the afternoon slot.

11. How do I become an approved centre?

How do I become an approved centre?
Existing City & Guilds centres will need to complete a SAP form to become an approved centre
Contact Nearest Regional Office for further detail
All new FE teachers will need to work towards a level 4 qualification such as 7407 or Cert Ed
A new specialist ESOL teacher will have a level 4 teaching qualification plus their own skills at level 4
It is expected that existing Basic Skills teachers will update their skills to level 4, through taking the new qualifications or CPD.
It is expected that existing Subject support staff and Learner support staff will follow CPD programmes to raise their skill levels to level 3 and 2 respectively.

Point out the role of QCA (Qualifications and Curriculum Authority) in setting the standards and determining the assessment requirements (at least 50% external assessment) for qualifications on the NQF. It is a QCA requirement, not a City & Guilds decision.
Show a copy of the National Standards (Many delegates will not have seen them in this form,but they are reprinted in the scheme Handbook) and the Guidance included in the pack.
Most delegates, but not all, will have been on the BSA ESOL Curriculum training; most should be familiar with the Curriculum. However they may well think that we are assessing the Curriculum – point out the difference:
3692 assesses QCA’s National Standards and includes elements of the Curriculum to give the awards the “ESOLness” – the distinction between Adult Literacy and ESOL, though the Standards are the same.
The materials are referenced to the National Adult Literacy Standards and the ESOL Curriculum. (see D5 - Mapping document)
Look at the NQF (D4) and where the different levels of 3692 sit in relation to other qualifications. This is also on page 4 of the ESOL Curriculum.
(NB The NQF gives a broad alignment and not equivalence)
Show the Handbook to the delegates:
The Handbook will be available to download free from the website or can be purchased from the Sales and Publications (about £10 a copy).
Show a copy of the CD Rom with the assessment materials (contains the 4 assignments at each Entry Level, plus all the assessment packs – including the assessment packs for L1 and L2) .
