3 Ministry Business Overall –To provide for the protection, conservation and wise management of Ontario’s environment –Air, land and water Water –Protect drinking water and fresh water resource and for their efficient and sustainable use

4 Required Cs of A for Establishing an Anaerobic Digestion Facility (AD) Approval under Part V of the Environmental Protection Act (EPA) –AD uses only agricultural waste → exempt –Regulated mixed AD → exempt –AD that is not in the above two categories → requires C of A Approval under the: –Environmental Assessment Act (EAA) –Ontario Water Resources Act (OWRA); and, –Section 9 of the EPA (air approval)

5 Application and Review Process Stage 1 Pre-consultation with District Office (Recommended) Stage 2 Application Preparation Stage 3 Application Processing and Screening Stage 4 Posting on the EBR Registry Stage 5 Technical Review Stage 6 Approval Decision Stage 7 Appeal Provisions If Environmental Assessment does not apply Submit registry proposal file Post on EBR (min. 30 days) Post Decision 3rd Party Appeal Provisions Submission
