Need for An Agreed-To Process  For the product to be credible and useful, the process needs to be transparent and fair  All voices/points of view need to be heard  Participants need adequate time to review drafts  Participants need to own the product  EEI members have not always been happy with the way NIST SGIP groups have operated  We took the lead in drafting a proposed process

2. Development  We started with the North American Energy Standard Board (NAESB) Operating Practices  NAESB is ANSI-certified, has balanced sectoral voting  Our process is different, we don’t have defined sectors  Still important to have broad participation

3. Key Provisions  Mission statement at the first meeting  We have drafted a statement  Protocol for subsequent meetings  Notice – at least 2 weeks in advance  Agendas/documents – at least 1 week in advance  Support participation via telephone  Minutes taken  Minutes posted within 2 weeks  Any and all votes recorded
