2 Establishment: Mission: The Michigan Legislature created The Library of Michigan (LM) to guarantee the people of this State and their government one perpetual institution to collect and preserve Michigan publications, conduct reference and research and support libraries statewide. Established under Library of Michigan Act (Act 540 of 1982).Library of Michigan Act (Act 540 of 1982). Serving the government of the territory and the state since 1828 1965 became part of the Michigan Department of Education 1983 transferred to the Legislative Council 2001 transferred to the newly established Department of History, Arts and Libraries (dissolved 2009)

3 Library of Michigan 2009 transferred to the Michigan Department of Education Located in the Michigan Library and Historical Center Funding and Staffing: FY11 operating budget: $3,879,200 covering staffing and collections (almost 100% state general fund) Programming via the Library of Michigan Foundation private funds Grant funds and annual federal allotments

6 Library of Michigan Library of Michigan Foundation Mission: The Library of Michigan Foundation is a 501C3 whose sole purpose is to raise funds to support special programs, services and collections of the Library of Michigan. 8 Library of Michigan State Government Services: Priority circulation and reference research for all branches of state government State Government employees visit in person; call 517-373-1300; email librarian@michigan.gov librarian@michigan.gov Reference staff will research simple or in-depth policy and research questions and deliver the answers usually within a day “You provide the question; we do the work”

10 Library of Michigan Services to Public Libraries: 387 public libraries; 11 regional library cooperatives Review public libraries’ applications and disburse annually appropriated state aid to public libraries (and cooperatives) based on State Aid to Public Libraries Act 89 of 1977state aid to public libraries State Aid to Public Libraries Act 89 of 1977 Library and staffing certification and training relative to state aid to public libraries funds Annually certify to all county treasurers the populations receiving public library service per Distribution of Penal Fines to Public Libraries Act 59 of 1964 (See FAQ for details of process) Distribution of Penal Fines to Public Libraries Act 59 of 1964FAQ

11 Library of Michigan Public Library Funding: Locally by municipality appropriations, property tax millages, penal fines, and privately raised funds Annual state aid to public libraries (contributes on average 1-5% of a local public library’s annual operating budget) Public Library Services: Provide Broadband Internet connectivity and public computing stations that many Michigan residents cannot afford to provide at home Help their residents apply for unemployment; build resumes; find jobs; re-tool careers; start and develop small businesses Lend books, music, audio-books, etc.

12 Library of Michigan School Services: Support for K-12 libraries fosters success in meeting the goals of the SBE, MDE, and the Executive Dashboard Percentage of third graders meeting reading expectations Career and college readiness

13 Library of Michigan Summer Reading: Represent Michigan as a member for Collaborative Summer Library Program and distribute Summer Reading Manuals to nearly 400 public libraries statewideCollaborative Summer Library Program Summer reading programs were attended last summer by over 250,000 people (over 19,000 teens and 99,000 children) Summer reading Keeps kids reading and helps them retain their reading skills over the summer months

14 Library of Michigan Michigan Reads! Since 2004 One-state, one-children’s book program Birth through 2 nd grade Encourages parents and caregivers to read to children Features a Michigan or Great Lakes authored children’s picture book that engages children and their caregivers Annually distributes nearly 5,000 program kits and copies of the book to every Michigan public library, Great Start Readiness and Head Start Program and public schools serving K-2 nd grade

15 Library of Michigan School Libraries in the 21 st Century (SL21) Created in partnership with school library professionals from around the state Endorsed by the Library of Michigan Board of Trustees in February 2010 21 measurement benchmarks designed to measure quality of school library media center programs within individual buildings in K-12 schools Over two dozen school libraries have applied and have been recognized as providing either qualified or exemplary library service to their schools, teachers, and students

18 Library of Michigan Hundreds of thousands of resources available in the purchased commercially published MeL Databases save Michigan libraries $72,000,000 annually (with just the $5,000,000 expenditure of LSTA federal funds)MeL Databases Michigan eLibrary Catalog (MeLCat) includes holdings of over 400 participating libraries of all types statewide, offering access to over 40,000,000 items from all over the state to be selected and delivered to your home library with the click of a button Michigan eLibrary Catalog

19 Library of Michigan Michigan Online Resources for Educators (MORE) includes 60,000 online sites that help K-12 teachers, home-schoolers, parents, anyone, discover and include relevant, curriculum-aligned resources Michigan Online Resources for Educators MeL Michigana includes links to hundreds of thousands of digital images, maps, charts, and other primary historical material in libraries from around the state MeL Michigana
