2. 2 2014 WZS Team Reviews In 2014, teams consisting of TED, Regional TE and FHWA Richmond Division personnel performed reviews of work zones in the following VDOT regions: Central Region (Fredericksburg District) – 8 reviews Northern Region – 3 reviews Northwest Region (Culpeper District) – 5 reviews Southwest Region (Bristol, Lynchburg Districts) – 13 reviews Purpose: To assess the effectiveness of VDOT’s work zone safety policies and procedures and compliance to the 2011 Virginia Work Area Protection manual

4. 4 2014 WZS Team Reviews Reviews consisted of 3 to 4 vehicles riding through the projects multiple times, performing windshield reviews and taking note of both positive findings and well as deficiencies. Teams met after reviewing the TTC setup for each project, comparing notes and discussing items found. A WZS Checklist form was compiled and shared with project personnel and the Regional WZS Coordinator. On a few occasions, the review team met with project personnel to discuss specifics of the findings, as well as discuss any design or TMP issues they had.

5. 5 2014 WZS Team Reviews The following were positive findings during our review this year: 1.Proper signage for lane closures and shoulder operations 2.Effective use of PCMS and Arrow Boards 3.Adequate taper lengths and placement of tapers 4.Adequate spacing of channelizing devices 5.Use of High Visibility Class 3 garments by workers 6.Placement of positive protection (concrete barriers) 7.Positive flow of traffic through the work zones

6. 6 2014 WZS Team Reviews The following were deficiencies found during our review this year: 1.Vegetation blocking advanced warning signs 2.Lack of pedestrian guidance through some projects 3.Improper striping and/or placement of Type 3 barricades 4.Lack of/or misuse of Lane Shift signs 5.Mixture of drums with improper sheeting 6.Use of Black on Orange & Black on White arrows with detour signage 7.Lack of route information on detour signage 8.Lack of pavement markers in tapers and lane shifts 9.Failure to relocate Stop Signs and Stop Bars at intersecting roadways 10.Missing weight for signs on portable sign supports

12. 2014 WZS Team Reviews We are currently undertaking the following actions to remediate the deficiencies found during this year’s reviews: Developing clearer, more detailed language in the first revision to the 2011 Virginia Work Area Protection manual; Meeting with and sharing the appropriate findings with L&D and consultant designers and construction inspection personnel; Sharing this report with our Regional Traffic Engineers and their work zone safety staffs; and; Enhancing information in our Work Zone Traffic Control training courses.
