Day-to-day operations summary: Planned / Unplanned Outages of EDS
Planned Outages (note that these are occurring outside of the supported windows and this is FYI only) 2/5/2010 – CIM Load. This will apply data “as-of” 1/20/2010 2/5/2010 – 2/7/2010 – Release scheduled to address several known issues (to be updated next week on the known issues list) Unplanned Outages 01/29/10 – 02/02/ :55 P.M – P.M OS was offline during this period to address a security vulnerability 2/3/2010 – 2/4/2010 – A release to address a security vulnerability impacted MPs using a .NET client to connect to the ERCOT External Web Services interface. ERCOT has identified a work around for these MPs: Do not digitally sign the entire message. Rather, only sign the message body. This is a configuration in .NET. If there are questions, contact Note that this release is a stop gap until we receive a permanent fix from the vendor. 6

Environment Report: Known Issues

Known Issues ERCOT has stubbed-in verifiable cost data and some of it is not reasonable. We will update the data to ensure that all verifiable costs are greater than the resource category generic costs Will be completed during this weekend’s migration. Report any issues on Monday to If your TPO exceeds the verifiable costs for the resource, you will get an ‘exceeds RESOURCE-SPECIFIC cost cap’ error vs. a ‘exceeds GENERIC cost cap’ error. 8

Environment Report: Changes to Supported Hours

Change - Get Reports API The existing “get Reports” API does not allow a market participant to constrain the results to a single Report ID or more specific time interval. This change will allow a report Id to be submitted as well as more flexible time interval filtering. The resulting API will closely mirror the Retail Version of this API. Note there may be performance issues with current design Change - Startup / Shutdown Instructions Schema Today, the hour ending is defined as an integer. This must be changed to string to allow the API to better represent DST (repeating hours using the * convention found elsewhere in the API for DST). Change - Dynamic Ratings API Today, this API assumes hourly reporting, which will result in a report of unmanageable size (currently disabled). This change will allow indication of Real-time in the API, which will facilitate reporting at 15 minute intervals. Change - Updated alert CM-ENGYTRD-NOTF to CM-ENGTRD-NOTF Align with MMS native notification New – Alerts Addition of DAM-DSRLDTEL-NOTF Alert (DSR Load Telemetry is lost for more than 15 mins) Addition of WRUC-COMP-NOTF Alert (WRUC completion) Remove – DC Tie Schedule Pending NPRR200 approval in February to remove requirement for schedule submission Functionality to be disabled only, will not be removed from spec or XSD Change- Ancillary Service values Change from “Float” to “Decimal” values to avoid scientific notation (eg, 1.6E01)

Change - Cancel Outage API with ability to include notes The existing “cancel OutageSet” API will be extended to allow the market participant to include RequestorNotes, SupportingNotes, and RASPSNotes in the request Payload. These elements will not be required. The API will still support “cancel OutageSet” without notes. The Market Manager UI will also support with and without notes. New - Get Notifications API This will be a new API available to the market but not required for consumption. It will provide a market participant with the ability to query for Bid, Resource Parameter, and VDI acceptance and rejection notifications. The API will support such features as querying by MRID, by time range, and by status (acceptance / rejection). The API will be constrained to a minimal amount of historical data availability. The API / feature set will be available via the machine-to-machine API and Market Manager UI. Opportunity Outage API Explanation: The existing Opportunity Outage API is undergoing an exercise to simplify its usage and the business logic behind it. The deltas are not yet known but are expected to firm up over February and March 2010. Once solidified, the impact will be communicated to the market.

Other Documentation Updates Combined Cycle Clarification - Minor documentation change to clarify a recurring question about when including a combined cycle name is necessary and when it is not applicable Cancel by Continuous Hour - Minor documentation change to more clearly explain how cancel by continuous hour will work and how hours are interpreted by the Market System, including DST considerations. SPPs, LMPs examples updated to remove TmPoint in example xml Text Reason - updated description to correct discrepancies. Appendix F – Updated the examples and added one for every bid type. Various Locations – updated the BidSet tables to refer to Figure 11 for supporting ASTypes Throughout the document, example XML snippets will be updated.

SCED Week 1 Observed a known issue with SCED and turned off Mitigation between Step 1 and Step 2 of SCED execution This caused LMPs to be stuck at ~$5 on Tuesday Note that this will be resolved in tomorrow’s release In general, SCED is behaving as expected given offer curves and telemetry in place SCED LMPs hit the ceiling of $2250 for much of the time in the early part of the week Once offer curve submittals increased, we began seeing prices bounce between “reasonable” and $2250 (running out of offer curves) Towards week’s end offer curves increase where we saw spikes in LMPs during peak demand times only (with a few exceptions) SCED Week 2 We will continue our outreach on the offer curve submittals and the telemetry outreach QSEs need to also closely monitor both of these fronts ERCOT will begin posting the Offer Curve dashboard next week so that QSEs can verify they are compliant with their submittals Next Friday’s call will include a more detailed look at the issues and LMP trending over the week

QSE Telemetry Dashboard The QSE Telemetry Dashboard was refreshed on the Readiness Center Feb 1 Current statistics indicate that 241 points remain to be completed: 23 points remain for State Estimator (~99% completion) 218 points remain for SCED (~96% completion) 141 of the remaining points result from ERCOT activity: 92 points are being requested for Raise Block Status (RBST) and Lower Block Status (LBST) points not included in previous telemetry-outreach requests The remainder are being requested for various reasons TSP Dashboard The TSP Telemetry Dashboard is still being reviewed for completeness and accuracy—it is currently scheduled to post by FEB 12 ERCOT will be ramping up telemetry outreach with TSPs to include ~700 additional status points

ICCP points for CLRs/LRs On FEB 3, ERCOT began the telemetry outreach to resolve nodal ICCP points with QSEs that have Controllable/Non-Controllable Load Resources ERCOT is currently working with 5 QSEs to resolve ~560 ICCP points LFC Notes Individual QSE tests for LFC begin MAR 1 Details describing the Individual QSE tests will be provided in the upcoming updates to the Real-Time Market/LFC Market Trials Handbook ERCOT plans to host a focused LFC call at the end of February to set expectations with the Market and to answer questions Please contact with any feedback or questions you would like to have incorporated into the focused LFC call
