2. What is the THIRA? Stands for Threat and Hazard Identification and Risk Assessment Required by DHS – Must be completed annually by all States and UASIs Each entity must identify the risks and hazards it faces Knowing risks/hazards allows for management of risks

4. Step #1 – Identify the Threats What are the greatest threats to the UASI Region? 2013 Submission: Hurricane, IED, HazMat Spill, Cyber Event, IND and Pandemic 2014 - Will be identical

5. Step #2 – Give Threats A Context Descriptions were written by Program Management Staff and the UASI which describes the event in more detail and lists the actual impacts. We will be using the same descriptions as 2013.

6. Step #3 – Establish Targets Targets are from the 2013 THIRA and were drafted by PMO/State Staff

7. Step #4 – Resource Requirements What resources would you need (in an ideal world and without any monetary constraints) in order to prevent, mitigate, respond or recover from the scenarios and the capability targets that were set? Resources should be based on NIMS-typing-if applicable

9. THIRA Scenarios haven’t changed so we are not planning to change the THIRA this year. Any Sub-Committee Chair can contact the PMO if he/she wants to change anything from the THIRA.

10. What is the State Preparedness Report (SPR) Required for all States Gives Congress/FEMA a picture of our national level of preparedness

SPR Has Two Components: – Numerical Value (on level of preparedness) per Core Capability ~ we will address this at the September 18 th Quarterly Meeting – Gaps by POETE Category (Planning, Organization, Equipment, Training and Exercise) ~ Sub- Committees must work on this prior to September 18 th Quarterly Meeting

12. SPR Tool The PMO has developed a tool to validate what your Sub-Committees listed in the 2013 SPR. It will also allow you to add new information for 2014.

13. SPR Tool Send tool out to your Sub-Committee members Have Sub-Committee members send the completed sheet directly to the PMO with the Chair cc’d PMO will aggregate data and provide it to each Sub-Committee on September 18 th to reconcile

Deadlines August 7 th – Kick-Off August 28 th – Completed Excel sheets due to PMO September 18 th – Quarterly Meeting September 26 th – SPR Draft Sent to Sub-Committee Chairs for final review October 2 nd – Edits from Sub-Committee Chairs due back to PMO October 3 rd –PMO to meet with State Chairs for review October 15 th – Final THIRA/SPR due to State

15. Important Notes Include projects that you would like to request in 2015 - projects cannot be funded if they are not in the SPR Even though an item is listed as a gap in the SPR, it does not guarantee the item will be funded

Sub-Chair Next Steps Send-Out the Spreadsheet to your Sub-Committee members If your Sub-Committee wants to complete spreadsheets at once and have a regular monthly meeting at the same time – can do at our office with RIA. Start discussing the projects you are looking to fund under 2015 Sub-Committee members send completed document to Rachel or Adam by August 28 th Plan for a Sub-Committee meeting after September 8 th and before September 18. Executive Committee will be sending out 2015 funding guidelines around September 5 th.
