2. PRESENTATION OF THE MPUMALANGA PROVINCE TO THE PORTFOLIO COMMITTEE IN CAPETOWN, ON 19 MAY 2006. INTRODUCTION The Mpumalanga Province occupies and area of 78 370 square kilometers, which is 6.4% of the land. It has a population of 3 122 990 and represents 7,3% of the population of South Africa. Mpumalanga is sharing boundaries with Swaziland and Mozambique in the east, KwaZulu- Natal in the south, Gauteng in the west and Lipompo in the north. OFFICE DISTRIBUTION Mpumalanga is currently divided into two Regions: Nelspruit Witbank

3. According to Home Affairs demarcations, the province is currently divided into 2 regions, namely: Nelspruit and Witbank regions. The Nelspruit region which stretches from Burgersfort down to Hazyview, through the Kruger National Park to Komatipoort up along the Mozambique border up the Swazi border to Amsterdam, while the Witbank region occupies the former Kwa-Ndebele areas, excluding Bronkhorstpruit, occupying Delmas up to Balfour and down to Pongola where it shares the boundary with Kwa-Zulu Natal. Approval has been obtained to establish the 3rd region and the seat has been identified to be Ermelo, which will be composed of all the Southern Towns of Piet Retief, Secunda,/Evander, Behtal, Eerstehoek and Port Control Offices: Bothashoop, Emahlathini, Mahamba, Nerston and Oshoek. 4. The Nelspruit region is composed of 7 District Offices, namely: Barberton, Eerstehoek, Komatipoort, Lydenburg, Hazyview, Nkomazi, Nsikazi with Nelspruit as a regional office. The sub-region also takes charge of 2 MPCCs, namely: Matsamo and Fernie MPCC. Each Regional and District office is responsible for a certain number of permanent service ports which will be discussed later. It needs to be mentioned that each region is also responsible for a number of Ports of Entry. Nelspruit is therefore responsible for the Lebombo border post to Mozambique and Mananga, Jeppes Reef Josefdal, Oshoek, Waverly are on the Swaziland border. Nelspruit is also responsible for Kruger Mpumalanga International Airport. The Witbank region is composed of Witbank regional office and 7 district offices, namely: Evander, Groblersdal, Middelburg, Bethal, Ermelo, Piet Retief, Kwa-Mhlanga. The region has one MPCC which is operational at Samekomst, another MPCC to be launched soon in Thandulwazi in Leandra. The Witbank region also is in charge of the border posts west of Swaziland, namely Nerston, Emahlathini, Bothashoop, and Mahamba. District Office: Groblesdal will now be ceded to Limpopo Province in terms of the new provincial demarcations. The Bushbuckridge area will come over to Mpumalanga. The seat of the third Region to be established in Mpumalanga during 2006/07 is at Ermelo. Office space has already been secured and the appointment of the Head of Office, at DD level, will be done soon.

They indicated that all newly appointed Immigration Officers must first under go one year training before they will be placed in the Provinces. The Provinces therefore did not have any control over the advertising of posts and this is the reason why we could not fill the number of vacant posts that they would have wished to. During the past financial year 21 new officials were appointed in the Province and 21 officials in the Province were promoted.

8. 9. 25 Training Immigration Officers started the one year training. They have completed the first three months theory and first three month practical training. Functional training is being presented at all offices in the province once per week. This is training presented by officials in each office to their colleagues. This training includes topics like: Grievance procedures, procedures on receiving and opening of post, issuance of receipts, capturing of queries, budget, death registrations, application of IDs, leave, transport, filing, PR, corporate permits, ordering of stock, employment equity, progressive discipline, purchasing form Petty Cash, deportations, punctuality, overtime, dress code, duplicate cases, amendments and rectifications, administrative fines, emergency certificates etc.

10. ID CAMPAIGN The Permanent Registration Campaign never stops, it is continuous. As at last week, we had about 2 959 unclaimed ID documents in our offices.Identity documents are being to the post office as From mid February 2006, for distribution. MOBILE UNITS (TRUCKS): Six (6) trucks have been received for this province. The trucks were allocated to regions where there are large rural areas where there are no Service Points. These areas are: Eerstehoek Nkomazi Ermelo Kwa-Mhlanga Nelspruit Witbank Officials who drive these trucks need to be in possession of code 10 (trucks without the mobile toilet) or code 14 (trucks with mobile toilets) drivers licenses as well as Public Drivers Permits. There are currently no officials in the specific areas who are in possession of the required licenses.

14. The Province is in the process of helping the officials to obtain the necessary licenses. Another problem is also that there are a staff shortages in the offices. Arrangements were made with Head Office to appoint drivers from creditable companies while the officials are being trained to obtain the necessary licenses. As a result it is very difficult to utilise the trucks properly. The trucks are however utilised at Imbizo’s and other functions which are held in the Province. This is done with the help of Immigration Officers.

16. OUTREACH PROGRAMS / COMMUNITY INVOLVEMENT PROGRAMS The presence Department of Home Affairs is being felt in Mpumalanga from the Provincial Government to the various communities. The Department is continuously invited to participate in various Clusters and activities in the Province. The working relation between the Provincial Government and the Department of Home Affairs in the Province is excellent. The Department is involved in almost all the programmes held by the Provincial Government. The following are some of the forums / cluster etc that have been established in the province: ID forums in all districts. In these forums Home Affairs, the IEC, political parties, municipalities are represented. During these forums problems are discussed, solutions are reached, successes are discussed etc. Regular meetings are being held with the Tribal Chiefs and Ward Counselors. Paralegal workshops with the Department of Safety and Security are attended. Joints meetings with Heads of Departments (attended by the Provincial Manager at Provincial level) are held. Continuous meetings are held with the Departments of Labour, Health, Social Services and Public Works. MAM meetings are attended. Meetings with the IEC is held on regular basis. The Department is represented on the Provincial MPCC forum. Principals of schools are continuesly visited to keep them up to date with new legislation etc. NIB in the Province has monthly meetings with SAPS, SARS and SANDF. Meetings with counterparts form Mozambique and Swaziland are held on a quarterly basis or when need arises. BCOCC (which is chaired by Home Affairs) are held on a monthly basis. At these meetings Agriculture, Health and Tourism are also represented.

17. There is very good co-operation with the Amakhosi throughout the Province. There is also very good co-operation with the House of Traditional Leaders. All the Amakhosi are prepared to share space for the operations of the Department. The Department of Home Affairs is available to members of the community. We are involved with information campaigns arranged by the various Departments in the Province etc. The Provincial Manager with the help of the local radio stations and TV is continuously addressing members of the community regarding the functions of the Department. Izimbizo: On 13 August 2005 an Imbizo was arranged through the Deputy Minister in the Barberton District. This event was very successful. The Regional Representative: Nelspruit together with SABC Education arranged a very successful Imbizo at Mbangwane (Nkomazi District) on 27 August 2005. On 21 February 2006 a Youth Democracy Campaign was arranged by the Deputy Ministers of Home Affairs and Education at Mlumati College for Further Education. Disability Month’s Imbizos was arranged by the Office of the Premier at Mathibidi where people with disabilities as members of the public received services from the Department.

18. OFFICE EQUIPMENT REGIONAL, DISTRICT AND PORT CONTROL OFFICES: All Regional, District and Port Control Offices in the province are computerised. These offices also have the necessary furniture and labour saving devices to accommodate the current number of officials physically working in the offices. Some of the offices have relocated to new accommodation which is big enough to accommodate the 2004 approved establishment. Owing to the fact that all the vacancies have not yet been filled there are some offices in the buildings that do not have furniture in. This will however be address as funds are made available. The MCS system at all Port Control Offices, with the exception of Mananga and Josefsdal, have been upgraded. V-sets are being installed at the above offices as well as at service points such as at Mbibane and Carolina. SERVICE POINTS: The following permanent Service Points are fully equipped: Civic Center-Nelspruit Malelane-Komatipoort Standerton-Bethal Problems experienced that prevents other Service Points to be equipped are: Accommodation is shared. No security available. Problems are being experienced with TELKOM for the installation of telephone and data lines, eg. Empuluzi, Mbibane, Kwa-Mhlanga, service point Carolina.

19. OFFICE ACCOMMODATION Office of the Provincial Manager: Mpumalanga 16 Nel Street, Bateleur Building, Nelspruit This offices relocated during the last week of March 2006. The reason for this is to accommodated the growing establishment. The office has been painted in corporate colours where possible. Regional Office: Nelspruit Corner of Henshall and Brander streets, Nelspruit This office is in a good condition. There are a few minor things that must be repaired by the Landlord. The relationship between the Head of the Office and the landlord is however good and they are busy with the repairs. Funds were paid over to the Department of Public Works during 2004 for this office to be painted in Corporate colours. Numerous meetings, discussions etc have been and are held with Public Works, but the office is still not painted. The office is not big enough to accommodate the 2006 approved establishment. District Office: Barberton 20 Van der Merwe street, Barberton The office is not in a good condition. This office has been placed on RAMP. A survey was done last year with the promise that something will be done, but nothing has been done yet. Upgrading is urgently needed. The office will also not be able to accommodate the establishment. District Office: Eerstehoek Stand no 18, Hospital Road, Elukwatini This offices relocated to new accommodation during 2004. The landlord painted the office in corporate colours, some of the colours are however not exactly as it should be. The new accommodation was build to accommodate the 2004 establishment

20. District Office: Komatipoort Bosbok street, Komatipoort New accommodation was build and occupied during 2004. This office is painted in corporate colours and will be able to accommodate the new establishment. District Office: Lydenburg Old Magistrates Offices, Lydenburg (National Monument) The office is not in a good condition. This office has been placed on RAMP. A survey was done last year with the promise that something will be done, but nothing has been done yet. Upgrading is urgently needed. With alterations it might be able to accommodate the new establishment. District Office: Nkomazi Magistrates Offices: Tonga The office is situated in the Magistrates Offices in Tonga where the Department of Justice is the main occupant. This is not an ideal office situation to serve the public, as they are served through windows. Security is also a problem as the office is shared with other stakeholders. The office is not big enough for the new establishment. District Office: Nsikazi Magistrates Offices: Kabokweni The office is situated in the Magistrates Offices in Kabokweni where the Department of Justice is the main occupant. This is not an ideal office situation to serve the public, as they are served through windows. Security is also a problem as the office is shared with other stakeholders. The office is not big enough for the new establishment. Regional Office: Witbank Justice Avenue, Witbank This office is suppose to be the Model Office of Mpumalanga. Problems are however being experienced with the Department of Public Works to finalise the project. The office is however in a good condition. District Office: Bethal 38 Market street, Bethal The office is in a reasonably good condition. After negotiations between the Head of the Office and the landlord, it was painted in corporate colours.

21. District Office: Ermelo 24 De Jager Street, Ermelo This office moved to new and bigger accommodation during 2005. The reason for this is that this office will be a Regional Office and the establishment will increase enormously. The condition of the office is good and it is painted in corporate colours. District Office: Evander 10 Cornell Street, Evander The office is not in a very good condition. Negotiations between Home Affairs and Public Works are currently underway for new accommodation by next year. The office will then also relocate to Secunda as it was established during a survey done by Head Office that more public will then be reached. This office was painted in corporate colours as part of the “Volunteer Campaign”. District Office: Groblersdal Farm Klipbank, Groblersdal The office is not in a very good condition. Public Works were requested during 2005 to look for alternative accommodation. There are three alternatives that were shown. One is a current shop that can be converted into office, one is the old offices of the Department of Labour and the third option is a vacant stand where a new building can be build. We have opted for the new building that can be build according to our needs. District Office: Kwa-Mhlanga Old Parliament Building, Block 6, Kwa-Mhlanga In the Kwa-Mhlanga district are six (6) permanent service points. They are Kwa-Mhlanga, Ekangala, Mbibane, Mdujana, Mkobola and Mmamelhlake. At the District Office in Kwa-Mhlanga the administration of the office and Service Points are being done. Services are rendered at the six service points.

22. District Office: Middelburg 25 SADC Street, Middleburg The office is not in a very good condition. The landlord is not very co-operative owing to the fact that he realises that we are looking for new accommodation. Negotiations between Home Affairs and Public Works are currently underway for new accommodation by next year. District Office: Piet Retief 50 Kotze Street, Piet Retief The office is in a good condition and has been painted in the corporate colours. Kruger-Mpumalanga International Airport Situated between Nelspruit and White River No accommodation problems are experienced. Port Control Office: Josefsdal On the Swaziland border RAMP contractors are not yet on site. Upgrading is necessary at this office. Port Control Office: Lebombo On the Mozambican border – close to Komatipoort This office is still on RAMP and has already been upgraded. Port Control Office: Mananga On the Swaziland border This offices is currently on RAMP and is being upgraded but the progress is very slow. Port Control Office: Oshoek On the Swaziland border This offices is currently on RAMP and is being upgraded. Both office and residential accommodation is required which is unfortunately not included in the current RAMP. Existing accommodation has however been upgraded. Port Control Office: Bothashoop On the Swaziland border RAMP contractors are on site. Started with the repair programme in March 2006.

Port Control Office: Emahlathini On the Swaziland border The offices are in a very poor state, however the site has been handed over to RAMP in March 2006 Only existing accommodation will be upgraded, no additional accommodation will be build. Port Control Office: Nerston On the Swaziland border – Piet Retief district RAMP is present. The existing accommodation is being upgraded. Additional accommodation for SARS have already been addressed, but not for the other user departments. The additional accommodation will only be addressed during the second phase. Port Control Office: Waverley On the Swaziland border – Piet Retief district Site has been handed over to RAMP during March 2006.

26. Port Control Office: Oshoek On the Swaziland border This offices is currently on RAMP and is being upgraded. Both office and residential accommodation is required which is unfortunately not included in the current RAMP. Existing accommodation has however been upgraded. 27. OFFICE SECURITY (Including computers and information) Access control / Guarding, Cash-in-Transit and Armed Response: The security companies in Mpumalanga that must be utilised are: Double Barrel Security Services for Access Control / Guarding. Khulani Fidelity Security Services for Cash-in-Transit Khulani Fidelity Security Services for Armed Response Physical security is a huge challenge at this stage and is determined by the funds available. Unfortunately no additional funds were received for this purpose and the Province had to see if there is some funds available on their to accommodate this. We currently have obtained orders for access control from Double Barrel and cash-in-transit for the Regional Office: Nelspruit, Regional Office: Witbank, District Office: Ermelo and District Office: Eerstehoek. Liaison with NIA is done on a regular basis to assist with security. NIA has done audits on some of the offices and has given suggestions on how to improve the security which is being implemented. Computers: Offices have been instructed to safeguard all equipment. Information: According to the Departmental policies no official is allowed to give out any information to any person. The MISS Document is also used by the Office Heads to do office audits This policy is being adhered to. Each officer is being made aware of security on a continues basis.

28. OFFICE SECURITY (Including computers and information) Challenges Insecurity of offices Pressure from business to extend operational hours at Lebombo and Oshoek. Increase of travelers due to waiver of visa requirements. Taking over new areas from Limpopo due to the demarcations.

29. BUDGET An amount of R67 303 000 was allocated for Compensation of Employees. An amount of R 10 631 000 was allocated for Goods and Services. An amount of R188 000 was allocated for Transfers and Subsidies. An amount of R1 440 000 was allocated for Capital. The total amount allocated to the Province: R79 562 000 THANK YOU
