MSP Overview  Math/Science Partnerships is a formula grant that is authorized under the Elementary and Secondary Education Act (ESEA), as amended by No Child Left Behind Act (NCLB).  Formula grant programs are noncompetitive awards based on a predetermined formula established by statute.  As long as Congress appropriates funds for Math/Science Partnerships, funds will continue to flow to SEA’s with approved applications.

4. Math/Science Partnership Overview States distribute funds on a competitive basis to partnerships consisting of Arts and Science faculty at an IHE and a “high need” local education agency. U.S. Department of Education Program Cycle Funds are released to the States through a formula grant (number of students at poverty rates). Congress appropriates funds for program. States fund winning project proposals. States submit an abstract of funded proposals to U.S. Department of Education. Projects submit annual/final reports to U.S. Department of Education within 60 days of cycle completion.

7. MSP Overview Purpose Mathematics and Science Partnerships program (MSP) is intended to increase the academic achievement of students by enhancing the content knowledge and teaching skills of classroom teachers.

Math/Science Partnership Eligible Partnerships –Must include (1) the High-Need LEA & (2) the IHE/STEM faculty. –In addition, may include other (1)STEM or teacher training departments at IHE’s, (2) additional LEA’s, public charter schools, or a consortium (3) a business, or (4) a nonprofit or for-profit organization of demonstrated effectiveness in improving the quality of mathematics and science teachers. The Law Allowable Costs  No Alcohol  No Entertainment  Meals (clarified guidance…see attachment)  Federal Funds may not be used to purchase instructional materials for the students of teachers.* *Instructional materials can only be purchased for the teacher involved in the PD program. **All costs must be project related and reasonable. ***If you have questions about allowable costs please contact your State Coordinator.

13. Roles & Responsibilities  State Education Agency (SEA) 34 C.F.R. Section 80.40 : Monitoring and reporting program performance  Responsible for managing day-to-day operations of grant and subgrant activities.  Monitor activities to ensure compliance.  Monitor each projects’ activity in accordance with Federal and State Regulations.  Assess and evaluate projects activities.  Ensure projects’ implementation is consistent with subgrant application  Ensure accurate and timely submission of Annual Progress Reports

14. Roles & Responsibilities  Projects Performs the duties of the program (Develops & implement the PD). Prepares the projects APR to submit to the SEA. Evaluation of the Program SEA’s are the grantees primary contact. *Contact SEA’s for assistance when needed.

15. Roles & Responsibilities  Program Evaluation The Federal Government, SEA, and Projects all have a role in collecting program evaluations and data. 17. Closing  Considerations: Math/Science Partnerships is a formula grant given to the State. Get to know your state coordinator and ask questions. Many projects experience difficulty collecting data. 1.Pretest & Posttest your teachers. 2.Have a plan to collect relevant student data.

Closing  Considerations continued… Remember the dates and deadlines; 1.State-determined start date and end date for your project. 2.You have 60 days after your performance period ends to submit an APR to the Department of Education.  Your state may require you to turn in the APR sooner.  All APR’s must be completed using the On-line reporting system.

19. Closing  Considerations continued… Base your PD on the needs assessment of the LEA or School. Have a thoughtful recruiting process.  Think about the teachers that would most benefit from the PD.  Then think about how to get those teachers in the program.  Make sure all partners are committed to getting these teachers the PD they need; including the building principal.
