3. What is EOPS? Extended Opportunity Programs and Services
Established by the California legislature Alfred Alquist in 1969, it’s a state funded student service program that promotes academic excellence among students from low-income, underrepresented, disadvantaged students in higher education. EOPS promotes excellence by offering services that are above, beyond, and in addition to services available to all LPC students related to:
Enrollment - apply & register for classes
Retention - complete classes with C’s or better
Persistence - register for classes for the following semester
Success earn degree, certificate, or transfer

4. EOPS Eligibility Resident of California
Qualify for the Board of Governor's Fee Waiver (BOGG A&B)
Enrolled full-time in 12 units or more (accommodations are made for DSPS students between 6-12 units)
No more than 70 degree semester units completed towards a degree
Be determined as educationally disadvantaged (ESL, enrolled in Basic Skills/Remedial courses, Not a High School Graduate or Less then 2.5 GPA, Foster Youth, English as Second Language, or First Generation College Student.
Students can be accepted based on program funding and resources available which may vary each semester.

18. What is CARE? Cooperative Agencies Resources for Education
In1977, Blanche Goldstein founded the CARE program at Imperial Valley College. The CARE program is symbolic of the state’s commitment to provide college education and job training for low-income single parents.
Supplemental program of the Extended Opportunity Programs & Services (EOPS) that provides additional supportive services to assist eligible students in coping with the challenges of single parenting and the demands of their academic life.

At least 18 years of age and single head of household with at least one child under the age of 14
Recipient of CalWORKS/TANF or CashAid
Enrolled in 12 units or more each semester

21. EOPS/CARE Student Responsibilities
Complete a mandatory New Student Orientation.
Maintain a 2.0 GPA and be enrolled full-time (12+ units).
Attend a minimum of 3 EOPS contact appointments each semester:
1st Contact: Complete/Review an Educational Plan with EOPS Counselor
2nd Contact: Submit Mid-Term Progress Report by deadline date
3rd Contact: Use Priority Registration/ Exit Review
Failure to comply with program responsibilities and 3 EOPS contacts will result in ineligibility of Book Voucher service for the next semester.
EOPS Eligibility will terminate upon completion of 70 degree applicable units or six consecutive semesters (whichever comes first).
DSPS students have twelve consecutive semesters/70 degree applicable units (which ever comes first)
Exceptions are made for high unit majors.

27. THE NICKEL AND THE NAIL
In November 1971, the Executive Committee of the California Community College EOPS Association (CCCEOPSA) adopted the Nickel and the Nail as the symbol of aid offered to many California Community College students through EOPS. This symbol, the EOPS logo, represents a successful effort at helping to provide the motivation and means for students to reach their educational goals.  Here is the story:  
“A young man in the deep South was walking down a dusty road to visit a lady friend, all too aware that the nickel in his pocket was all he had in the world.  That emptiness tore away at his self esteem. But as he walked, he noticed two gnarled horseshoe nails that were twisted together and lying by the road.  He picked them up and put them in his pocket, and as the metal jingled against his meager fortune, the young man walked a little straighter, with a little more pride and dignity. It is important to have “something to jingle.” 
EOPS works to enhance self esteem, foster pride and dignity, and motivate people to more effectively define and pursue career goals.  
The nails twisted into a puzzle, suggesting the problem has yet to be unraveled for helping people who, by circumstances of the society in which we live, have been limited in meeting their own educational challenges.

28. What does EOPS mean to me?
“The EOPS/CARE program along with the wonderful staff is a very important and vital entity on campus helping students to achieve their educational goals… if it were not for the book voucher program, many students like me would not be able to afford the ever escalating costs of school books thus we would not be able to attend the classes we need.”
“EOPS is an important factor in my education. It has given me the ability to obtain higher education without having the stress of the cost of books and supplies. EOPS has given me the opportunity to enroll in the courses I need through Priority Registration.””
