Many non-copyright ways to support authors. e.g. library purchasing, budgetary support of arts, collective bargaining, visas etc Exceptions and limitations support human rights of authors as can provide statutory licences enhancing earnings Creators are not just professional artists Exceptions support human rights – freedom of expression and right to participate in a cultural life and science. A problem that protections mandatory but exceptions optional.
