2 2 ORC 5123:1-1-03 - Distribution of community assistance funds for the acquisition of housing. Who is eligible – Primarily County Boards of DD and non-profit housing corporations that meet this definition found in ORC 5123: 1-1-03 (B) (14) (14) "Nonprofit corporation" means a nonprofit corporation incorporated pursuant to Chapter 1702. of the Revised Code, granted 501 (c)(3) status by the internal revenue service, and specifically chartered to develop, acquire, and manage permanent, affordable housing for individuals with mental retardation and other developmental disabilities. 3 3 How can DODD housing funds be used? For reimbursement, subject to Department guidelines, of the following: DODD approved purchase of an existing single family home, condominium, or duplex. DODD approved construction of a single family home or duplex. DODD approved renovations of homes (for accessibility, health and safety)-not routine repairs and maintenance Housing Program Basics Pg2

4 4 Funding Obligations Use of any DODD reimbursement funds for the purchase, construction or renovation of a property carry a 15 year commitment that the property remain in use for the housing of individuals with developmental disabilities. If there is a planned sale of a property or change of use of a property within the 15 year period; DODD must be notified and the property owner is obligated to repay to DODD, the unamortized value of all funds received. 5 5 Minor Adjustments to Process as seamless as possible To help us do a better job of the utilization of available resources. Incorporate a planning process Worked with stakeholders to avoid reinventing the wheel in regards to planning Help collect data on existing housing stock and vacancies to make more informed decisions about program implementation Will implement this system for 2013-2014 Capital Biennium and evaluate effectiveness. 6 6 A four year plan is required to access DODD Capital Funding. Submitted with the first requested projects. Data on demographics and housing stock. Data on housing availability and vacancies in the county. Housing Plan Template and include DODD requested information Planning Process (Pg1)

7 7 Will build a data base for DODD to analyze usage of funds. Joint planning document with the housing corporations and county boards. Training for housing corps that need to build their capacity or to improve planning Assistance on master contract help as well Planning Process (Pg2)

8 8 Application Driven System (Pg1) All Capital Funds will be project based awards only. Projects will be submitted for approval and awards given to fund specific projects. Will facilitate project flow and use of funding for more projects. Capital Project Applications can be submitted for any purpose outlined in the Department’s housing rules

9 9 Appl ication Driven System (Pg2) This gives the County Board/Housing Corporation the ability to do projects for any approved purpose to meet the needs of the individuals, county, or housing corporation. Along with the Planning document, housing corporations and counties should submit their first two (2) applications for their prioritized projects.

10 10 All projects submitted will be reviewed and approved individually. A Project Application Form will replace LOI form. Each project application will include projected start and end dates Failure to start a project may result in the project cancellation Housing purchases must list possible funding options and plan for future sustainability. 11 11 Each address constitutes a different project as is current practice. County Board / Housing Corporation Cooperation Projects must contain both agency signatures on the application for consideration. Additional projects will be considered after demonstrated progress or completion of initial project submissions. Project Approval (Pg2)

12 12 DC downsizing Voluntary ICF Conversion projects Deinstitutionalization Existing housing renovations and changes in floor plans to build capacity are desired over purchases and constructions. Housing purchases are preferred over new construction. Requests to purchase or to construct homes should take into account existing housing capacity and vacancies. Renovation of existing housing stock should consider various funding sources. Department Priorities

13 13 We will keep the reimbursement percentages basically the same as it has been. Housing Purchase Projects may apply for reimbursement up to 90% of appraised value or actual purchase price of the home (whatever is less) up to the maximum cap amount of 100% of the median value of housing in your county. (This percentage is Increased) Renovation Projects – Are reimbursed at 100% of the cost provided it is no more than 35% of the appraised value of the home. Counties may appeal for up to 75%. 14 14 House Inspections – With the purchase of new homes costs for an independent housing inspector to develop a plan for capital improvements may be included as part of the reimbursement request. DODD will waive the appraisal for projects under $20K – Projects under $20K can use a county auditor valuation. (Increased Amount) Reimbursement Rates (Pg2)

16 16 Review of Process (Pg1) Counties submit planning document and first two projects with projected start and end dates. Approved Projects will be awarded funds. Projects not started without justification will be cancelled. Additional projects will be awarded after demonstrated progress on initial approvals.

17 17 Existing active projects will be addressed to transition to the new biennium. June 30 th will close out previous fiscal capital biennium and recall all funds. Letters will be coming soon for the close out process. Completed project balances are returned to help fund future project requests. Review of Process (Pg2)
