2 Background Established by law in 2008 via the Clean and Affordable Energy Act. District Department of the Environment (DDOE) oversees the contract. The services of the DCSEU are performed by the Sustainable Energy Partnership, comprised of nine partner organizations.

3 DCSEU Goals 1% Reduction (annually) in Electricity and Gas consumption Increase Renewable Energy generation Support and develop local contractor base Increase DC resident employment in the green economy Reduce consumption with the largest energy users Decrease peak demand District-wide Invest 30% of total budget into the Low- Income Housing community

4 Funding $20M, funded annually Fiscal year runs October through September 100% of budget comes from Sustainable Energy Trust Fund 80% of budget comes from and goes to Electricity 20% of budget comes from and goes to Gas 30% of contracting dollars must go to Certified Business Enterprises (CBEs)

5 DCSEU Provides many different support areas Rebates for residential and commercial products Upstream buydowns with manufacturers Contractor direct implementations Technical assurance services Renewables for the affordable housing community Workforce development

7 New Construction/Major Rehabilitation Multi-Family Low-Income Housing – New Construction DCSEU provides both technical resources and cash incentives Incentives designed to cover a portion of the incremental investment above building code

8 Low-Income Multi-Family New Construction/Major Renovation How to participate –Contact us (or website) for Application –Customer must meet 1 of 3 methods for verifying income status of residents –Once approved, customer (developer) has access to our engineering staff for design improvement recommendations –Incentive offer made based on how far above code the proposed design achieves Paid post verification of installation

9 Existing Building Stock Technical Assurance Services –DCSEU employs pool of engineers –Answer questions about technologies –Recommend alternative technological solutions –Review vendor proposals –Prepare financial analyses –Benchmarking help center

10 Existing Building stock (continued) Prescriptive Rebates –“Menu” of cash rebates for efficient equipment –Lights, sensors, small AC, small boilers, small furnaces, food service –Pre-approval recommended –$10,000 maximum rebate per customer per year

11 Existing Building stock (continued) Custom Incentives –Equipment not on the prescriptive menu VFDs, large boilers, chillers, steam traps, controls Other technologies can be incentivized –Pre-approval required –$80,000 maximum incentive per customer per year
