NANC Report Numbering Oversight Working Group (NOWG) January 19, 2005 Co-Chairs: Rosemary Emmer, Nextel Karen Riepenkroger, Sprint

1/19/2005NOWG January 2005 NANC Report2 Contents PA Change Order Recommendations for: #31, #32, #33, #34, #37 Status New PA Technical Requirements Status of NANPA and PA 2004 Performance Surveys NOWG Jan-Feb 2005 Meeting Schedule

1/19/2005NOWG January 2005 NANC Report3 PA Change Order Recommendation Change Order # 31 dated September 17, 2004 SP Enhancement – Expand Query Options for Donation Report This change order 31 proposes that PAS be modified to provide an additional query options for the Donation Report. The only query option currently available is by NPA and gives the information from all of the OCNs listed on the User Profile of the SP requesting the information. The NOWG believes that this change order benefits the industry in giving SPs a way to further define the search criteria. The SPs would be able to obtain only the specific information related to their OCN(s) rather than getting everything in an NPA and having to re-sort to find their information. The NOWG recommends that Change Order 31 be implemented at the same time as Change Orders 32 and 33.

1/19/2005NOWG January 2005 NANC Report4 PA Change Order Recommendation Change Order # 32 dated September 17, 2004 SP Enhancement – Modify Process for Deleting PAS Work Items This change order 32 proposes that PAS be modified to provide additional options for deleting work items from an SP’s inbox. The current method is one item at a time. The NOWG believes that this change order benefits the industry in giving SP’s a way to delete items from their PAS inbox in multiples instead of the current one at a time – which is quite time consuming for carriers heavily involved in pooling. The NOWG recommends that Change Order 32 be implemented at the same time as Change Orders 31 and 33.

1/19/2005NOWG January 2005 NANC Report5 PA Change Order Recommendation Change Order # 33 dated September 30, 2004 SP Enhancement – Modify Search Forms/View Form query This change order 33 proposes that PAS be modified to enable service providers to view only the forms that are related to a specified thousands-block when specifying the NPA-NXX-X as the search criteria. In addition, a new NPA-NXX-X column will be added to the Search Forms/View Form query results screen. The NOWG believes that this change order benefits the industry by having the NPA-NXX-X on the Search Forms/View Forms query. As it is today when you specify a particular NPA-NXX-X to query, PAS generates everything that was submitted on the same PAS Tracking Number. (SP is looking for a particular NPA-NXX-X in a submission that was for a 4 block request. The PAS report generated is for all 4 blocks with no indication which is which. See Sample Report) The NOWG recommends that Change Order 33 be implemented at the same time as Change Orders 31 and 32.

1/19/2005NOWG January 2005 NANC Report6 PA Change Order Recommendation Change Order # 34 dated September 30, 2004 SP Enhancement – Modify Part 1A Report This change order 34 proposes that PAS be modified to add a column on the Part 1A Report entitled “Part 3 Effective Date The originator of this request was attempting to find a way to determine when the Part 4 would be due for block assignments. Since the Part 1A report is the only report currently available to SPs in PAS, this was an attempt to secure all of the information in “one place”. Note: The originator withdrew their request. The NOWG believes that the purpose of this change order will be better served with a Part 4 report that was proposed in change order 25. Change order 25 was not recommended for approval by the NOWG due to the fact that the PA had not built-in enough flexibility in the search functionality used to create SP reports. The NOWG suggests that the PA should create a new change order (incorporating NOWG recommendations from 25 and 34) for a Part 4 report that lists not only the LERG effective date, but also the date the Part 4 is due for each block assignment. The report should also indicate if the Part 4 has been received or not. (Indication could be as simple as the date the Part 4 was received and this field should be blank if the Part 4 has not yet been received by the PA.) Based on the above, the NOWG does not recommend that this change order (34) be approved.

1/19/2005NOWG January 2005 NANC Report7 PA Change Order Recommendation Change Order # 37 dated December 7, 2004 INC Issue # 458 – Reduce Aging Period for Returned/Reclaimed Blocks This change order 37 proposes changes to PAS to reduce the “aging period” on returned/reclaimed blocks from 90 days to 45 days. There are no changes in scope of the PA responsibilities, just system changes to various timers in PAS The resolution to INC Issue 458 will require a programming change to system timers in PAS. The NOWG supports this change order because the industry will benefit if blocks are available for (re)assignment sooner rather than later.
